Talent Development & Training (TD&T) provides OPWDD employees with training and development activities needed to perform their jobs effectively. TD&T staff work to ensure all OPWDD employees have the skills needed to help individuals with developmental disabilities live richer lives.The Training Specialist 1 will work within TD&T performing tasks including, but not limited to:Act as the agency's primary eLearning developer using Adobe Creative Cloud and Lectora softwareAssist with management of the Supervisor Development ProgramWork with local training offices and subject matter experts to develop, implement, and manage trainingAdminister employee training data in the SLMS for both internal and external learnersProvide customer service for SLMS learners and program areasDevelop announcements to inform employees and program managers of available training and educational opportunitiesObtain instructor certification in various classesSalary:

$65,001 - $82,656/yearQualifications:NON-COMPETITIVE MINIMUM QUALIFICATIONS:Training Specialist Trainee 1: A bachelor's or higher degree.Training Specialist Trainee 2: A bachelor's degree and one year of professional experience developing and presenting training programs to improve the on-the-job knowledge, skills, and abilities of employees to enable them to carry out an agency's mission, including the care and treatment of vulnerable persons in the care and/or custody of the State. A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.Training Specialist 1: A bachelor's degree and two years of professional experience developing and presenting training programs to improve the on-the-job knowledge, skills, and abilities of employees to enable them to carry out an agency's mission, including the care and treatment of vulnerable persons in the care and/or custody of the State. A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.COMPETITIVE MINIMUM QUALIFICATIONS:

Candidates must be reachable for appointment on the current Civil Service Eligible List, Professional Careers Opportunity (PCO) or Public Administration Traineeship Transition (PATT). Appointment may be made at the traineeship level.REASSIGNMENT QUALIFICATIONS:

Current Office for People With Developmental Disabilities employees with one year of permanent, contingent permanent, or 55 B/C service as a Training Specialist 1. If you have less than one year, you must be currently reachable on the eligible list.TRANSFER QUALIFICATIONS:

Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.55 B/C QUALIFICATIONS:Possess the minimum qualifications for this title as established by the Department of Civil Service and listed on the most recent exam announcement.Meet the applicable minimal mental and/or physical requirements for the job (with a reasonable accommodation, if necessary).Have a current Eligibility Letter from the NYS Department of Civil Service, www.cs.ny.gov/rp55/, and be able to provide it to the Human Resources Office upon request.The position may be filled at the Training Specialist Trainee 1 level equated to SG-13, $49,363, Training Specialist Trainee 2 level equated to SG-14 $52,198, or full performance Training Specialist 1 SG-18, $65,001, based on education and experience. Candidates hired at the trainee level will be advanced to the full performance Training Specialist 1 SG-18 following the successful completion of the traineeship.Other Information:NYS HELPSIf you are currently a New York State employee serving in a permanent competitive qualifying title and eligible for a transfer via Section 70.1 of the Civil Service Law, you may be appointed to this title as a permanent competitive employee.Preference will be given to OPWDD employees impacted by closures.
