Description of Project The Minnesota Department of Information Technology Services (MNIT) partnering with the Department of Public Safety (DPS) is seeking a .Net MVC C# developer for the Bureau of Criminal Apprehension (BCA). At a high level, the resource will work on Driving While Impaired (DWI), Search Warrants Rewrite, and other projects as assigned. The work is expected to be done as a hybrid approach. The resource will be expected to work with a minimum of 2 days in the office (days onsite and telecommuting could shift based on team schedules and BCA policies). There is no option to solely work from home. The on-site work location is 1430 Maryland Ave E, St. Paul, MN 55106. Resource Need This request is for one full-time staff augmentation resource. Mode of Interview The State will conduct interviews. The State reserves the right to remove a resource from consideration if the resource is unavailable for interview as requested by the State. Interviews will be conducted via Microsoft Teams. Project Schedule Anticipated Project Start Date: March 18, 2024 Anticipated End Date: March 17, 2026 The State retains the option to extend the work order in increments determined by the State.MNSITE 2.0 Request for Staff Augmentation Event .Net MVC C# DeveloperSample Tasks Work with planning managers, architects, business analysts, quality assurance analysts and agencies to define and transform business requirements into technical design and programming specifications conforming to the system architecture. Implement enterprise solutions following established BCA patterns in application development and data security. Build, deploy and test software applications and modules using automated test and deployment technologies and tools. Provide direction in identifying appropriate technical solutions (application and system level) that meets business objectives, which include defining technical alternatives to derive the most cost-effective solutions to meet client requirements. Review test cases and test plans in conjunction with quality assurance staff. Execute unit and integration testing procedures. Desired Skills Experience developing ASP .NET MVC applications with C# Experience in Unit test (NUnit) Experience using HTML/CSS Experience using JavaScript CSS experience Experience using Entity Framework Experience writing T-SQL for MS SQL Server Experience within an Agile Scrum development team Experience in development of Windows Services using .NET 4.0 or above Experience using XML schemas Experience using XSLT Experience using REST/SOAP web services Experience using Web API Experience with DevOps incorporating automation for CI/CD pipelines Experience working with front-end JavaScript libraries, especially Bootstrap 4/5 and jQuery Strong communication skills sufficient to clearly communicate highly technical concepts, and to introduce new technological tools or methods Ability to establish strong business partnerships with senior MNJIS team members and with criminal justice and technical staff Knowledge of Domain Driven Design concepts Experience working with law enforcement or criminal justice systems
