Under limited supervision, manages projects through the full life cycle from project definition and approval through implementation and evaluation of all project deliverables. Provides guidance to the project team. May also serve in a lead role.

The Georgia Department of Transportation (GDOT) seeks a Project Manager (PM) who will be primarily assigned to oversee contracted and outsourced IT development efforts. As time permits, PM may be assigned to manage internal IT Projects.

The PM will work within the GDOT Office of IT Applications, reporting to IT Management. PM will primarily ensure that GDOT and vendor/contractor obligations, including compliance, are met on executed contracts. PM will manage multiple COTS and custom application and data/database projects/contracts for implementation on-premise, hybrid, SaaS, etc. within an enterprise class IT environment. Work will encompass small to complex efforts covering a variety of technology and business functions. Projects will primarily involve implementing new technology or enhancing existing products. PM will work within a weak matrix organization, with limited authority over resources/approvals. PM will provide leadership for project team members to achieve goals/objectives. PM will directly engage with suppliers, vendors, contractors, business units, and GDOT management. PM will create teamwork and collaboration to accomplish results/deliverables and ensure customer satisfaction. PM will utilize GDOT's selected project management methodology for the project (e.g. waterfall, hybrid, or agile). PM will plan, control, and monitor project activities/tasks. PM will report progress and status to stakeholders, management, Project Management Office (PMO), and Project Assurance/Independent Validation and Verification (IV&V) staff.

Role:

-Organizing, leading, and managing the project team/resources to deliver a successful project-Representing GDOT IT interests in day-to-day engagement on activities/tasks-Ensuring project team unity, alignment, and effective communication-Activity and resource planning, managing schedule, and tracking resource expenditures-Planning for and eliminating/mitigating obstacles/roadblocks to project success-Overseeing completion/acceptance of GDOT project activities/tasks and deliverables-Completing project documentation as needed throughout a project-Completing projects on-time and within budget, scope, and agency expectations

Responsibilities:

-Ensures procured products are setup within Configuration Management, Contract Tracking, andestablished as Configuration Items within ServiceNow-Breaks down scope into RACI charts, work breakdown structures, activities, tasks, dependencies, etc. forproject management plans and scheduling-Prepares/maintains project management plans and project schedules-Conducts meetings and oversees work effort/quality produced by project team-Obtains GDOT IT resource assignments and manages work tasks/schedules to completion/resolution-Assists in providing external resources access to GDOT IT environments or required data-Performs risk and issue management, proactively escalates as necessary-Tracks and reports the status/progress of IT Projects, including costs and invoice payments; recordsmeeting minutes, action items, decisions, etc.-Oversees system integration, data migration, data replication/archiving, or other activities engaging GDOTIT resources-Performs project change management and oversees coordination of system change management;proposes alternative plans/recommendations to bring project tasks back on track; obtains quotes anddevelops additional Scope of Work/Contract Amendments as required-Ensures delivery of all required work items and deliverables, including system security plans or orderlyremoval of GDOT users/data upon contract termination-Ensures conformance of contractor/vendor with agreed requirements/specifications and any applicablecontract terms and conditions-Ensures completion of all required user/configuration management acceptance testing/validation;facilitates code check-ins-Facilitates QA and user acceptance testing, performs acceptance management-Obtains approvals for schedule changes, additional expenses, or scope changes-Oversees installation, user onboarding, training, and rollout plans. Transitions systems to ongoingsupport/maintenance.-Ensures organization, storage, and retention of project records, documents, and system documentation

Work Terms and Conditions:

8AM - 5PM 40 hrs. per week

GDOT has NOT specified number of days onsite vs remote, but local candidates (i.e. able to come in office) will be preferred over out of state candidates (i.e. remote worker). GDOT prefers to have candidates who have the capability to come into the office to interview and discuss a hybrid work schedule.

-The consultant will follow all applicable State of Georgia and GDOT policies, procedures, standards,guidelines, and accepted best practices.-The position end date is set for the end of the GDOT Fiscal Year. GDOT may exercise the option to renewcontracts in one-year increments. Several successful consultants have continued working for severalyearswith contract extensions. However, GDOT is under no obligation to extend contracts and may terminateemployment at any time.-When teleworking or working remotely, consultant must have suitable internet connection and environmentto comply with GDOT telework policies.-GDOT will reimburse authorized travel expense lodging and meals. GDOT will reimburse authorized traveluse of a personal vehicle. Any travel expenses to start work or relocate to Georgia or will not bereimbursed. - The Department has 13 holidays, which consultants are not allowed to work nor make up any time forthose holiday weeks without management's approval. Consultants are not to take extended leave duringtheir first year of service (e.g. greater than 1 week).-Consultant must have cell phone which can be used for business calls.-GDOT does not provide free parking. All routine commuting expenses are the responsibility of theconsultant.
