Duties and Responsibilities:

Responsible for real property management functions which regularly include assignments of a complex nature.Conducts and oversees the feasibility, planning, negotiations, acquisitions of land for master planning development projects, including underutilized and non-campus University lands and Public-Private Partnership (P3) projects.Responsible for conducting/coordinating meetings with developers, contractors, consultants to coordinate the project(s).Provides support to the Director by participating in hearings, meetings, etc., and preparing testimonies, studies, or other required information.Provides support in planning and direction of the overall operation of the Office during the absence of the Director.Solicits, promotes and negotiates the disposition and/or leasing of properties, buildings and facilities.Screens prospective lessees and reviews applications for conformity to existing laws and compatibility with program plans.Drafts terms, covenants and conditions of agreements.Reports on negotiations and makes recommendations for appropriate actions.Prepares applicable submittals to UH Leadership and/or the Board of Regents for the acquisition and/or disposition of properties.Inspects the premises for compliance with the conditions of real property agreements and/or permits.Prepares reports on non-compliance with contract agreements and makes appropriate follow-up as directed.Reviews appraisal reports and recommends appropriate actions.Reviews all agreements and inventories to ensure propriety of tenancies and that fair and reasonable returns are obtained.Alerts department director to timely lease renegotiations and agreement expirations; keeps appropriate records and files; prepares reports and other materials as requested.Works closely with department director at beginning of fiscal year to help develop operating budget expenditure plan for the year. Develops and researches options for resolution of budgetary issues that arise.Coordinates and manages the University’s real property inventory and including University leases, occupancy agreements, licenses, and other use agreements.Monitors the invoicing, collection, recordation, and deposit of required lease rents and tenant fees, pursues delinquent accounts, and tracks the timely submission of insurance certificates and other documents.Maintains the University’s real property management record keeping system that achieves the timely completion and recording of real property transactions, such as acquisitions, leases, transfers, use, and disposition transactions.Assists with the process of real property document recordation (i.e. in the Bureau of Conveyances, the Office of the Assistant Registrar of the Land Court, etc.) as appropriate.Responsible for the development of requests for quotations, invitations for bids, requests for proposals and other procurement actions.Coordinates with the Office of General Counsel and the Office of Procurement to complete procurement cycle in drafting, negotiating, and executing all procurement documents as well as tracks and provides information related to requests for legal assistance.Prepares status reports for project progress or other reports as required, including marketing survey, demand studies, customer demographic reports, and project budget analyses.Establishes and maintains effective working relationships with University personnel, consultants, contractors, developers, community leaders, and regulatory and government agencies.May supervise lower-level development and asset managers.Other Duties as assigned. Minimum Qualifications:Possession of a baccalaureate degree in Finance, Business Administration, Real Estate, Law, Planning, Engineering, Architecture, or related field and five (5) years of related professional experience with responsibilities for real estate development, property management, planning, engineering, architecture, appraising, budgeting or finance; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.Considerable working knowledge of principles, practices and techniques in the area of real estate development, asset management, planning, appraising, budgeting, or finance as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with real estate development, including planning, entitlement and environmental compliance requirements; departmental rules, policies and procedures; infrastructure and building construction costs; general concepts and practices relating to infrastructure and real estate development, design and construction, State procurement laws; and research and problem solving methods and techniques.Demonstrated ability to resolve wide-ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.Demonstrated ability to operate a personal computer, apply word processing software, spreadsheet, and database software.If applicable, for supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.Demonstrated ability to work as part of, and contribute to, a team in a team-collaborative environment.Administrative/managerial experience in real estate, business, public administration, finance, or related field.Considerable working knowledge of principles, practice and techniques in the area of real estate development, property management, appraising, budgeting, or finance to work independently with minimal supervision or the need for constant instruction.Considerable working knowledge of review of legal documents and instruments pertaining to real property management, sources of appraisal data, report writing, pertinent laws precedent decisions and departmental instructions.Ability to read, interpret, and apply statutes, administrative rules, technical manuals, ordinances, policies and procedures and other complex written material; apply principles and procedures of written materials to work; deal tactfully.Ability to establish and maintain effective relationships both internally and externally, including with administrators, faculty, staff, government officials, community groups, and other parties to accomplish goals with those that do not have direct reporting relationships but which are dependent on the task completion.Ability to analyze, interpret and apply general administrative rules and regulations to a variety of work situations.

Desirable Qualifications:Experience as an administrator/manager of a higher education institution or government entity.Experience performing the full range of property management and negotiation work; analyze and develop lease conditions and terms for all types of properties.Knowledge of the State of Hawai‘i and University of Hawai‘i system and its budget and financial and real property policies.Familiarity with Private-Public Partnership (P3) projects and contractual agreements.Education coursework in business administration, urban planning, economics, or other related fields.Knowledge of real property principles/applications applicable to public higher education institutions or government.Knowledge of Hawai‘i’s real estate and land use markets, zoning, and regulations.Energetic enthusiasm to take on responsibilities, work independently, and an appetite to demonstrate one’s own leadership capabilities.
