Under general direction, the Deputy Director, Behavioral Health Services, is responsible for administration and coordination of departmental service, administrative and performance improvement functions, including budget, business systems, state audits and reviews, and administrative policies and procedures. This is a single position executive management class that reports directly to the Director, Behavioral Health Services, supervises other senior staff and acts for the Director in their absence.

Plans, organizes, directs and evaluates the organization, management and coordination of a comprehensive county-wide, behavioral health service delivery system;

Establishes and maintains goals, objectives and plans for carrying out functions of the Department consistent with County and Santa Clara Valley Health and Hospital System goals and community needs;

Directs the development and maintenance of policies and procedures and ensures adequate controls and reporting systems are established and maintained for the effective administration and implementation of services;

Administer the department in the absence of the Director of Behavioral Health Services;

Ensures continuity of care across departmental operational units including program development and system planning;

Selects, supervises and evaluates the work of subordinate managerial, clinical and technical staff and conducts staff performance reviews and evaluations to ensure performance in meeting program and individual goals and objectives;

Provides guidance and direction in order to improve the understanding by staff of program and administrative policies and procedures;

Develops and implements systems that promote an organizational culture of learning, quality improvement and accountability;

Assists in the determination of budgetary requirements to include forecasting the needs for staffing, equipment, materials and supplies and monitoring divisions in order to ensure the accomplishments of objectives within the established budget;

Researches, prepares and interprets administrative, clinical, financial and technical reports and prepares written responses as necessary;

Serves as liaison with State and Federal agencies, County agencies, boards and commissions;

Establishes effective working relationships with diverse stakeholders and community members, including mental health and substance use clients/consumers, families, contracted community-based organizations and other community partners;

Maintains effective communication and working relationships in a diverse work force and community;

Assumes disaster service worker responsibility as assigned; and

Performs other work as required.

Considerable education and experience that directly demonstrates the ability to perform the typical management tasks and the possession and application of the following knowledge and abilities.

Experience Note:

A qualified candidate would typically possess education and experience equivalent to a Master's Degree from an accredited college or university in Psychology, Social Work, Behavioral Health, Nursing, Public Administration or a related field, and a minimum of five (5) years of broad and extensive management experience involving the planning, organization, management and coordination of behavioral health, mental health and/or substance use programs.

Knowledge of:

Principles and practices of administration and management necessary to plan, organize, direct, manage and evaluate administrative policies;

Principles and practices of program development, management and evaluation, including research methodologies and performance improvement approaches, in a comprehensive behavioral health services delivery system;

Current developments in behavioral health services, including emerging practices, best practices and evidence-based practices;

Federal, State and local laws, regulations, codes and policies governing behavioral health care delivery organizations;

Federal and state audits and annual reviews for behavioral health care delivery organizations;

Principles of governmental organization, administration, public financing and budgeting;

Principles and practices of personnel management, training and supervision; and

Principles of community organization and consultation.

Ability to:

Assist in the planning, organization, coordination of comprehensive behavioral health services;

Evaluate, develop, implement, interpret and ensure compliance with objectives, goals, policies, and procedures in order to meet quality standards for services and to satisfy all applicable laws, codes and regulations;

Analyze, organize and utilize data for decision-making, system design and program development, design and evaluation;

Select and supervise professional, technical and support staff and evaluate their performance in meeting program and individual goals and objectives;

Establish and maintain effective working relationships with the staff, behavioral health community, consumer, family and community groups, partners and stakeholder groups;

Effectively communicate orally and in writing with diverse audiences, including departmental staff, Health and Hospital System partners, County agencies, community partners, stakeholder groups, local and state officials, and the general public;

Negotiate and monitor working agreements and contracts;

Assist in the preparation, implementation, and tracking of a comprehensive budget for the Department and monitor and control expenditures;

Effectively represent the Director of Behavioral Health Services with the CEO, Board of Supervisors, other County agencies, contract community-based organizations and other community partners.
