This position is responsible for the development, coordination, and administration of the Railton Place Transitional and Permanent Housing Programs. This includes but is not limited to administration for Veterans in Recovery and SA transitional program, Homelessness for Supportive Housing and HUD VASH for permanent housing, and the Emancipated Foster Youth Transitional Housing program. The Program Director is required to work closely with the Executive Director in the execution of administrative functions and will ensure that all Salvation Army policies and procedures and all program policies, procedures, rules, regulations, and contract compliance requirements pertaining to the program are followed.DUTIES AND RESPONSIBILITIES:Conduct regular staff meetings and evaluate program participant servicesDirect the day-to-day administration of program procedures and personnelWork with the Business Administrator to obtain and complete applications for contracts and fundingManage and update policies and procedures and operations manuals for all programsCoordinate with the Executive Director for the development and updating of goals and outcomesOversee all and any financial assistance givenWork closely with John Stewart Company in the application and approval processWork with John Stewart Property managementConduct probationary and annual employee evaluationsEnsure that all client documentation is accurate and completeLiaison with the local Veterans office for client care and resourcesOversee the planning and implementation of regular house meetingsReview monthly staff reports and ensure the maintenance of all statistical recordsFunction as backup support to enter all grants and contracts not related to property projects into TSAMM Grants and Contracts moduleProvide oversight and assist with the implementation of various programs and related servicesDevelop a staff training planOther related duties as requiredEDUCATION AND EXPERIENCE:Master’s degree in social work, MPA, and related field (required)Experience as a Director (preferred)Experience in working in permanent supportive and transitional housingExperience in administering & reporting government grantsSKILLS AND ABILITIES:Ability to set goals, plan, organize, and implement programsStrong organizational & office skillsMaintain the highest level of integrity and confidentiality in all areas of personnel, programs, and operationsDetail orientedDemonstrates clear and effective communication skillsKnowledge of community resources and linkages with HIV/AIDS and substance abuse recovery communitiesKnowledgeable of the needs and challenges of the homeless as well as methods and resources for addressing themEQUIPMENT USED:Modern Office Equipment and Relevant SoftwarePHYSICAL REQUIREMENTS:Ability to lift up to 25 lbs.
