General Description

This is a professional position that provides a variety of analytical, administrative, and technical work in the analysis of programs, services, systems, policies, and procedures; assumes some management and operational responsibilities. Employees are assigned duties such as cost analysis and control, budget preparation and expenditure control, purchasing and inventory work, methods and procedure studies, report or grant proposal preparation. Occasionally exercise general supervision over clerical, temporary employees, or other staff as assigned. Must be physically capable of moving about on construction work sites and under adverse field conditions as needed to accomplish work duties.

Essential Job Functions

This is not intended as a comprehensive list; it is intended to provide a representative summary of the major duties and responsibilities. Incumbent(s) may be required to perform all duties listed, and may be required to perform additional, position-specific tasks.

Reviews and analyzes complex problems involving technical and departmental system (i.e. Stormwater and Public Works issues) and processes. Provide technical assistance to other department personnel related to Public Works and Engineering.

Initiate research and special studies to develop procedures for correcting actions. Organizes and documents findings of studies and prepares recommendations for implementation of new systems, procedures or organizational changes. Writes reports or presents data in formats such as graphs, plans, maps, PowerPoint, etc.

Coordinates and reports on projects as assigned by the Department Director or City Engineer.

Responsible for researching, preparing, and presenting information to Department, City staff, Council, residents, civic groups regarding programs related to the areas of: public works and stormwater.

Provides information to public requests on data maintained by the City. Research, prepare and/or coordinate and monitors grants.

Organizes and documents findings of studies and prepares recommendations for implementation of new systems, procedures or organizational changes.

Assists with general departmental administrative and operational tasks as required. Attend seminars and workshops related to duties and responsibilities.

Perform related work as required.

Minimum Qualifications

Knowledge, Skills and Abilities : Knowledge of the principles and practices of engineering as applied to the design, construction, and maintenance of public facilities in the area of specialization.

Knowledge of the current literature, trends, and developments in the field of engineering specialization.

Knowledge of established policies, procedures and regulations.

Experience using database software, internet, spreadsheet and word processing software

Skill in the use of a personal computer and related software.

Ability to express ideas effectively orally and in writing.

Ability to establish and maintain effective working relationships.

Ability to serve the public and fellow employees with honesty and integrity.

Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability, political affiliation or sexual orientation.

Education & Experience Requirements : High school diploma or GED; supplemented by college level coursework with emphasis in Business Administration, Public Administration, Criminal Justice or closely related field. Two (2) years of administrative/secretarial experience required. Preference will be given to those with a bachelor's degree and a minimum of two years public work related experience, supplemented by two (2) years previous experience of administrative support functions related to governmental budgeting, project management, and purchasing preferred. Must possess and maintain a valid Florida Driver's License throughout employment with a satisfactory driving record required.

The employee must occasionally lift and move up to 20 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus. The noise level is quiet to moderately loud. Sometimes work is stressful when working under stringent time constraints. Work is performed in a temperature controlled modern office setting, mostly from a seated position at a modular workstation.

While performing the duties of this job, the employee is frequently required to sit and talk or hear. The employee is occasionally required to stand, and to use hands and fingers to handle, feel or operate objects, tools, or controls; and reach with hands and arms.

Benefits are available to FULL-TIME employees only.The City of Miami Gardens offers a comprehensive benefits package, including 176 hours of Personal Time Off (PTO) in lieu of vacation and sick time and 12 paid holidays (11 holidays and 1 floating holiday).

The City participates in the retirement plan administered by the Florida Retirement System (FRS), which requires a mandatory 3% contribution.
