DESCRIPTION OF SERVICES Texas Health and Human Services Commission requires the services of 1 Business Analyst 2, hereafter referred to as Candidate(s), who meets the general qualifications of Business Analyst 2, Applications/Software Development and the specifications outlined in this document for the Texas Health and Human Services Commission. All work products resulting from the project shall be considered "works made for hire " and are the property of the Texas Health and Human Services Commission and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s). Level Description 4-7 years of experience in the field or in a related area as a senior Business Analyst (Technical). Familiar with standard concepts, practices, and procedures within a particular field. Relies on limited experience and judgment to plan and accomplish goals. A certain degree of creativity and latitude is required. Works under limited supervision with considerable latitude for the use of initiative and independent judgment. 2+ years of experience as a data analyst analyzing raw data using Excel, Tableau, etc. Job Description Reviews, analyzes, and evaluates business systems and user needs. Formulates systems to parallel overall business strategies. Experienced with business process reengineering and identifying new applications of technology to business problems to make business more effective. Familiar with industry standard business process mapping, and reengineering. Prepares solution options, risk identification, and financial analyses such as cost/benefit, ROI, buy/build, etc. Writes detailed description of user needs, program functions, and steps required to develop or modify computer programs. dditional job details and special considerations WORKER SKILLS AND QUALIFICATIONS 1. Performs advanced business analysis work. Leads and facilitates the service-request lifecycle process via customer-related service requests, business requirements analysis, documentation of business workflows, solicitation of requirements, business requirements peer reviews, technical specifications related to enterprise software products and configuration items (CIs) for Software Asset Management (SAM). 2. Acts as liaison between technical and non-technical customers. Documents clear, detailed, and thorough system specifications from simple to complex requests. Ideas are expressed clearly and concisely, both written and verbally, and to address audiences effectively. 3. Collaborates with Project Managers, Program SMEs, Budget staff, IT Contract Managers, and technical staff to perform analysis, and planning during Software Asset Management discovery and analysis sessions. 4. Participates on project teams in the delivery of SAM operational outputs and processes and through the analysis and documentation of business processes, requirements, and specifications. Promotes productivity and efficiency by studying current practices, helps customers analyze complex technical and managerial processes, identify inefficiencies, and assist customers to realize business value. II. III. TERMS OF SERVICEServices are expected to start 01/02/2024 and are expected to complete by 08/31/2024. Total estimated hours per Candidate shall not exceed 1512 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing. IV. WORK HOURS AND LOCATIONServices shall be provided during normal business hours unless otherwise coordinated through the Texas Health and Human Services Commission. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed. The primary work location(s) will be at 701 W. 51st Street, Austin, TX 78751. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Health and Human Services Commission will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts. The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Health and Human Services Commission. V. OTHER SPECIAL REQUIREMENTS Services are expected to start 01/02/2024 and are expected to complete by 08/31/2024 for FY24. Total estimated hours for Candidate shall not exceed 1512 hours for FY24. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing. I.
