Overview:
Credence Management Solutions, LLC (Credence) is seeking a Senior Configuration Manager to support our Extended Teathered Program (ETP) The program is responsible to provide ground support to high-altitude ISR data. Focusing on image formation and processing and data transportation to multiple partners.The Configuration Manager will provide Configuration Management, Quality Assurance, Program/Project, Requirements Analysis, Risk Management, and Software Engineering support services in accordance with the programs Configuration Management Plan, AF System Engineering Assessment Model (SEAM) Configuration Management (CM) processes, program development/sustainment contracts, and PMO practices. Support activities will range across the CM, Quality Assurance (QA), PP, RA, RM, and SE activities.Activities will vary depending upon the current activities of the program/system, scope of the current development/sustainment cycle, and other corporate and program initiatives. Contractor personnel must have progressive experience in managing configuration of software, engineering documents, design drawings, engineering changes and notices, and planning/conducting design audits to enable Government ownership of the program technical baseline.Responsibilities include, but are not limited to the duties listed below:Provide CM of all relevant program artifactsArchive acquisition documentationProvide CM support in four CM disciplines: Configuration Identification, Change Control, Status Accounting, and AuditsReview and analyze the Development/Sustainment Contractors CM program and data deliveries for accuracy, completeness, and complianceMaintain CM files including configuration identification, change control, and status accounting recordsImplement CM plansParticipate in the CCB, to include:
Record CCB approved changesCoordinate, schedule and facilitate meetingsCreate agenda and meeting minutes
Participate in cross-functional change control boards to evaluate proposed changesReview and analyze proposed changes to ensure operational and sustainment capabilities are not adversely affected by the changesReview the CCB membership list for currency and completenessSupport Engineering AssessmentsPrepare for, conduct, and/or support major audits, such as:Physical Configuration Audits (PCAs), Functional Configuration Audits (FCAs), and compliance audits, to include audit planning, hardware and software Configuration Items (CIs) audits, and dispositionRecord and maintain assessment and audit findings, minutes, and action items.Report the Development/Sustainment Contractors data delivery statusSupport pre- and post-contract award data reviewsReview and analyze of the Development/Sustainment Contractors conformance to Contract Data Requirements List (CDRL) requirementsProcess Government and Development/Sustainment Contractor correspondenceSupport the establishment of work flowsTrack data item deliverables and responsesSupport development/sustainment of paper and automated archival systems of all covered documentation.Participate as an active member in an IPT. Work closely with PMs, system engineers, quality managers, draftsmen design/manufacturing engineers, etc. to provide CM support.Develop and administer configuration management plansMaintain design traceability and integrityConvene and manage change boardsAssist the Government with configuration control for ERP and IT systems. This shall include configuration planning, data analysis, maintenance of configuration documentation and data, and maintaining inventory/configuration statusManage configurations of software, engineering documents, design drawings, engineering changes and notices, and plan/conduct design audits. The Contractor must have skills and experience necessary to work closely with program management, systems engineers, quality managers, and design engineers in an integrated product team environment.Support review boards via meeting attendance and capturing meeting minutesTrack CRs and Discrepancy Reports (DRs) / Problem Reports (PRs)Ensures integrity of the baseline including major releases, minor releases, patches, and software maintenanceProvide QA checks on system baselinesSupport Licensing tasks and packaging and delivering of software to usersMaintain the CM library and software repository.Manage and control product baselinesRecommend and document comprehensive configuration management plans for software, hardware, firmware, and peripherals for IT systemsAnalyze data and prepare plans and briefings in support of software-driven systemsPerform studies and monitor effectiveness of configuration management plans to identify potential and existing problems and make recommendations for resolutionAudit and review IT system configurationsControl the configuration of IT systemsProtect and maintain the Government configuration controlled Technical Data PackageAssist the Government in developing and administering configuration management plans; maintaining design traceability and integrity; convening and managing change boards; and preparing for and attending major events such as, but not limited to, Technical Interchange Meetings (TIMs), Preliminary Design Reviews (PDRs), Critical Design Reviews (CDRs), PCAs, FCAs, and CCBsEducation, Requirements and Qualifications:
Top Secret/ SCI security clearance required.One of the following Education/Experience criteria must be met:BA/BS, 10 years of experience in the respective technical/professional discipline being performed, 3 of which must be in the DoD15 years of directly related experience with proper certifications, 5 of which must be in the DoD.Recommended not required Skills and ExperienceCM certification from a Nationally recognized organization (e.g., NDIA, CMII, CMPIC)IT Configuration Management experience within the Department of Defense environmentExperience performing Hardware (HW) and Software (SW) configuration auditsExperience performing the technical administrative activities necessary to manage CM tools for inventory control, version control, data duplication, media labeling.Experience producing release notes and CM reportsAn in-depth understanding of the configuration change control process, the role of the Change Control Board, and change control documentationExperience performing baseline administrative activities for multiple environmentsExperience developing briefings for managementUnderstanding of all phases of the software development life cycleAbility to enter and manipulate data in a database
Working Conditions and Physical Requirements:Job may require the employee to be:Willingness to travel if required.In a stationary position 50% of the timeAble to ascend/descend stairs as requiredAble to move equipment not to exceed 25 lbs as needed#Li-Onsite
