Job Summary

The Telecom Engineer II is responsible for the design, installation, administration, and optimization of telecom servers and all related components to achieve high performance of the various telecom applications supported. This includes, but is not limited to, the application of system analysis techniques and procedures. The Telecom Engineer II consults with hospital personnel to determine telecom hardware and software needs to ensure the availability and reliability of all communication systems and applications. He/she is also responsible for configuring all new implementations, and developing processes and procedures for ongoing management of the communications environment. Where applicable, the Telecom Engineer II will assist in overseeing the physical security, integrity, and safety of the data center and telecom room. The Telecom Engineer II must develop work habits and proper communication skills that reflect the Mission and Philosophy of Memorial Hospital & Health Care Center. He/She must also reflect the mission, philosophy, core values, and customer service plan of Memorial Hospital and Health Care Center in action and attitude. All activities are directed at all departments serving all age groups.

Qualifications

Education:Associates degree in Computer Sciences or Telecommunications Technology, or a related field is required. A Bachelors degree in Computer Science, Telecommunications, or a related field, or progress towards a Bachelors degree is preferred. Intermediate level certification such as CCNA with emphasis on Voice or comparable required.

Experience:Four to five years of experience as a Telecommunications Engineer with advanced telecommunications and network experience required. Experience must be in VOIP and Call Center Management Systems.

Training:Previous technical training required. The individual must adapt quickly and apply learned principles and techniques to complex situations.

Performance Requirements

Primary Responsibilities:Works independently, under the direction of the Director of Information Technology & Infrastructure. Is self-motivated and proactively identifies opportunities for improvement.Plans, designs, implements, and supports new and existing voice and telecom infrastructure of the hospital. Maintains optimal functionality and ensures operational effectiveness. Monitors performance and plans for capacity requirements of all communication systems.Monitors performance and capacity requirements of all physical and virtual servers related to Telecommunications.Manages and provides Tier 3 support for all telecommunications topologies.Plans, coordinates, installs, tracks movement, and repairs of telecommunication related equipment, including but not limited to voice routers/gateways, wireless phones, wired phones, PBX systems, paging interfaces, licensing and Distributed Antenna System.Supports telecommunications applications. Applications include but not limited to: Call Manager, Call Manager Express, Rauland Responder V integration, Unity Connection, Unified Contact Center Express, Unified Presence, SPOK, Jabber, WebEx, Milestone Security, and Epic Rover integration.Works closely with hospital departments, other Information Technology technical staff and vendors in project planning of complex telecommunications configurations. Prepares instructions and documentation for installation personnel, oversees the project, and provides status updates to the Technology Director. Identifies and resolves problems which may impact project results.Proactively monitors and analyzes telecommunications data to identify trends and determine ideal solutions. Recommends and implements telecommunications configuration changes based on performance needs.Develops and maintains documentation of all incidents and procedures on equipment, services performed, and configuration specifications to establish a history and reference source.Installs, maintains, and supports all communications software and licensing. Maintains Hospital's legality in all software licensing issues.Provides training, technical assistance, and support to the Information Technology staff when necessary.Assists Help Desk personnel in supporting their customer's needs.Secondary Responsibilities:

As required, participates in on-call rotation to assist users with emergency situations.Must be able to use a laptop to access the network/telecom system remotely and assess/solve the situation.Periodically attends classes, seminars, or on-line training to maintain or enhance needed skills.As required, works weekends for user support or project implementation.Backup for the Network Engineer.

Physical Demands:Good distance vision in eyes and ability to read, without strain, printed material the size of typewritten characters, corrective lenses permitted. Must have the ability to hear the conversational voice, with or without a hearing aid. Must have full use of arms, hands, legs and feet. Must be able to frequently lift and carry items weighing up to 50 pounds. Mostly involves walking, standing, bending, stooping, and occasionally sitting.

Working Conditions:Inside: Protection from weather conditions but not necessarily from temperature changes. Minimal exposure to infectious disease while performing job related tasks. Minimum noise levels. Virtually no exposure to hazardous chemicals.

This position is required to be onsite. This cannot be a remote position. Will need to post this on as many sites as possible as this requires a specialized skillset.
