Job/Position DescriptionUnder the direction of the HIV/STD/HCV Epidemiology and Surveillance Unit Director, performs complex managerial work overseeing the daily operations and activities of the Data Management and Analytics Group, which manages data acquisition for HIV, STD, and HCV programs, conducts analysis of HIV and STD disease surveillance data and data from the HIV and STD prevention and care client programs, conducts program evaluation of client programs, and may conduct independent research projects as required. Duties for the position include functions related to developing, implementing, evaluating, and maintaining statewide HIV,STD, HCV database systems and information technology projects; establishing goals and objectives; developing budget requests; coordinating and evaluating program activities; and supervising group staff. Performs advanced professional scientific work in the field of epidemiology and program evaluation, including conducting data analysis. Responsible for managing federal grants and cooperative agreements including preparation and management of proposals, progress reports, budgets; implementing action plans; developing objectives and monitoring progress in meeting objectives; and developing timelines. Assures that data on client programs are collected and submitted to the grantor as required. Develops scopes of work and assists with budget negotiation for contracts related to Group projects. Maintains communication with other project sites and federal funders. Provides leadership on conducting advanced epidemiologic investigations and statistical analyses. Assures dissemination of surveillance and program findings. Serves as an expert on statewide HIV/STD database systems and HIV/STD epidemiologic and surveillance project methods and program evaluation methods. Works under general supervision with considerable latitude for the use of initiative and independent judgment.Essential Job FunctionsAttends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. 40% Oversees routine work and special projects on HIV/STD epidemiology and surveillance programs. Oversees all Data Management and Analytics Group analysis, evaluation, and special data collection activities, with a major focus on guidance and assistance on design and planning for data collection and analysis. Oversees and provides guidance in the creation, analysis and enhancement of TB, HIV, and STD program database systems. Manages the data acquisition for the HIV, STD, and HCV programs to enhance the quality of data that is collected and utilized for evaluation and analysis. Monitors daily imports of laboratory reports to ensure timely disease reporting. Develops the necessary policies, procedures, and technical guidelines to enhance disease reporting of HIV and STDs. Encourages, manages, and supervises the development of information technology, disease reporting and analysis projects dealing with HIV, STD, and HCV. Group Manager serves as an expert on statewide epidemiologic and research methodology and program evaluation methods. Uses or supervises others in the use of epidemiologic methods including medical record abstraction, survey methodology, ethnographic assessment, qualitative methods, sampling methods, geographic information systems, and statistical analysis needed to conduct complex epidemiology and surveillance projects.
