The City of Madison Information Technology Department is looking to hire two individuals to manage the IT portfolio of either Metro Transit or Transportation and meet their business goals with technology solutions. This work involves leading projects through budgeting, planning, implementation, and supporting documentation. The work requires considerable judgment, discretion, and expertise to successfully implement, manage, and evaluate projects and initiatives at the agency level and is characterized by significant technical or project leadership that may include organizing and motivating a project team. A successful candidate will: Coordinate their agency's software and database access, as well as work with staff to determine technology needs and propose solutions to meet those needs. This includes leading projects through budgeting, planning, implementation, and supporting documentation. Metro Transit This position will facilitate the relationship between City Information Technology and Metro Transit's non-fleet IT portfolio and meet business goals with technology solutions. This is professional coordination and leadership work and will coordinate Metro Transit's non-fleet software and database access, as well as work with staff to determine technology needs and propose solutions to meet those needs. Employee will work under general supervision of the IT Administrative, Financial and Project Portfolio Manager and the Transit Chief Officer (administrative or Development), and operate with considerable independence in meeting established objectives. Department of Transportation This position will facilitate the relationship between City Information Technology and the Department of Transportation (Parking Division, Traffic Engineering and Office of Director) to manage the Transportation Department IT portfolio and meet business goals with technology solutions. This is professional management work and will coordinate work between IT and Transportation, as well as work with staff to determine technology needs and propose solutions to meet those needs. Align agency business needs with the appropriate IT personnel. Maximize agency's existing IT investment by aligning and consolidating business processes with existing solutions. Manage the coordination and communications of a project as it relates to the scope, schedule, budget, quality, risks, procurement, and stakeholders. Perform research, gather costing information, vendor quotes and recommend hardware and software based on current or new City technology standards. Gather business needs and requirements and help turn those goals into concrete projects and detailed proposals. Oversee third-party software implementations: Identify and evaluate products, define requirements, participate in Request For Proposal (RFP) process and contract negotiations, create project plans, and facilitate the management of projects. Coordinate and implementation of security best practices and standards with vendors, IT and agency staff in compliance with regulatory requirements and auditors. Develop full-scale project plans and associated communications documents. Proactively manage project-related issues, with particular emphasis on those that may affect the scope, schedule, and/or budget and devise contingency plans. Develop implementation timeline in cooperation with customer and affected parties. Ensure quality assurance and testing is performed. Identify and resolve issues and conflicts within project teams. Develop and produce system documentation, instructional and procedural manuals. Provide education to agency staff and customers by way of in-person discussions and written documentation. Maintain effective and professional relationships with vendors and their technical support personnel. Delegate tasks and responsibilities to appropriate personnel. Ensure adherence to best practices and City and County policies and procedures. Agency IT Portfolio Management Meet with internal and external customers to determine business needs and constraints. Work with system owners to track lifecycle of existing IT solutions. Proactively plan for end of life and depreciation of aging systems. Work with system owners to track on-going maintenance and support for existing IT systems. Account for planned growth and expansion of systems. Work with system owners to determine staffing and ongoing support requirements for agency IT systems. Maintain documentation of agency staff's permissions, software and database access. Act as agency authorized IT contact in order to streamline processes and maintain documentation. Conduct technology onboarding and off boarding for staff. Internal Administrative Tasks Train and stay current on industry standard technologies as needed. Attend team meetings. Maintain records, prepare status reports, and document communications. Develop and deliver progress reports, proposals, requirements documentation, and presentations. Include racial equity and social justice considerations in projects and initiatives. Assist in emergency preparedness activities by insuring that you are trained to internal policies and procedures to meet agency response and recovery needs safely. Be prepared and respond as directed to all hazards when Metro Transit's emergency plans are activated. (Metro Transit position only) Perform related duties as assigned. Minimum Qualifications Two (2) years of advanced-level professional IT Specialist experience, similar to that of an with the City of Madison. Two (2) years project management experience. Associate's degree or higher in computer science or a related field. Special Requirements Ability to meet the transportation requirements of the position. Physical Requirements : Work is primarily sedentary in nature and performed in an office environment. Employees will be expected to use standard office equipment such as a telephone, computer, calculator, copier, and fax machine.
