GIS Analyst Print Subscribe Class Title GIS Analyst Class Code 5131 Salary $91,540.80 - $111,342.40 Annually Definition Benefits Classification Description Summary Under general direction, performs a wide variety of highly responsible and complex technical work designing and developing Geographic Information System (GIS) databases and applications; performs analytical modeling in support of City mapping functions; and performs a variety of analytical tasks relative to assigned area of responsibility. DISTINGUISHING CHARACTERISTICS This is a journey level professional class distinguished by responsibility for programming, testing, and implementing databases and applications associated with GIS. Essential Functions The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices. Plan, create, sequence, test, implement, and maintain geospatial databases, web services, applications, and maps. Use scripts and programming language such as Python and/or SQL Scripts to optimize creation and maintenance of data. Develop web and/or mobile geospatial applications using Esri's configurable apps including ArcGIS Online's WebAppBuilder, Collector for ArcGIS, and Survey123. Develop custom web and/or mobile geospatial applications using APIs such as ArcGIS Java API or Google API or other programming framework. Manage digital map layers and vector and raster data files within project work space. Perform complex geoprocessing functions including analytical modeling, three dimensional renderings, and visual representations of data. Design and implement complex and simple analytical processes including slope analysis and network analysis. Educate City staff in the use of the City's GIS data, applications, and various GIS software including Esri's ArcGIS Desktop, ArcPro, Collector for ArcGIS, and Survey123. Maintain data, ensure data accuracy, and publish maps for E911 dispatch and other departments. Utilize GIS software and techniques to perform specialized spatial analysis to produce data layers, maps, tables, charts drawings and other geographic information. Prepare technical documentation, reports, summaries and memoranda using GIS applications. Provide information to the public, contractors, developers, engineering firms and other City agencies regarding maps and service requests. Participate in various committees; attend and participate in professional group meetings; stay abreast of new developments in GIS and related applications. Perform related duties as required. Minimum Qualifications The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties. Knowledge of: Methods and techniques of geographical information systems, data, analysis, and web services. Principles and practices of municipal operations, cartographic composition, geographic simulation, computer aided design, systems development, enterprise databases, and GIS. Methods of creating web services using ArcGIS Enterprise. Methods of creating online maps and applications using Esri's ArcGIS Online WebAppBuilder and configurable apps. Developing web and/or mobile applications using programming languages/frameworks such as ArcGIS Java API, Google API, Java and/or PHP. Programming language in Python and SQL Scripts. Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases. Pertinent federal, state and local laws, codes and regulations. Ability to: Perform complex administrative and analytical activities for assigned programs. Utilize various GIS software programs including Esri's ArcGIS Desktop, ArcPro, ArcGIS Enterprise, and ArcGIS Online. Develop web and/or mobile geospatial applications using Esri's ArcGIS Online WebAppBuilder and configurable apps including Collector for ArcGIS, and Survey123. Develop web and/or mobile geospatial programming framework APIs applications including ArcGIS Java or Google. Understand the organization and operation of the assigned department. Research, analyze and evaluate programs, policies and procedures. Adapt to changing technologies and learn functionality of new equipment and systems. Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals. Conduct extensive research, analyze data and prepare clear and concise reports. Work in a team based environment to achieve common goals. Coordinate multiple projects and complex tasks simultaneously. Meet the physical requirements to safely and effectively perform the assigned duties. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships with those contacted in the course of work. Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Education/Training: A Bachelor's degree from an accredited college or university with major course work in GIS, geography, planning, computer science, or a related field. Experience: Two years of professional level experience in developing and implementing a geographic information system. License or Certificate: The certifications below may be substituted for 1:1 experience/education. GIS Professional (GISP) issued by GIS Certification Institute (GISCI) Certified Mapping Scientist (CMS) issued by American Society of Photogrammetry and Remote Sensing (ASPRS) Possession of an appropriate, valid driver's license.
