The purpose of this position is to lead a team of dedicated IT Professionals in the performance of assigned duties and responsibilities to ensure the organization is up-to-date and prepared for future mission requirements and responsibilities.

The Air Force Civilian Service (AFCS) is looking for a Lead IT Specialist, NH-2210-03 to work at Air Force Materiel Command (AFMC) in the 78th Communications Directorate at Robins AFB, GA

  • Performs technical and administrative team lead duties on a regular and recurring basis for 25% or more of the time over subordinate positions predominantly classifiable in the Information Technology Group, and by identifying, distributing, assigning and balancing workload and tasks amongst employees by skill level, proficiency and/or occupational specialization, making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of work assignments.
  • Articulates and communicates to the team, assignments, projects, problems to be solved, actionable events, milestones, and/or program issues under review and establishes deadlines and time frames for completion of assigned work

Monitors and reports on the status and progress of work, checking on work, checking on work in progress and reviewing completed work to see that instructions and work priorities, methods, deadlines and quality

expectations assigned to employees have been met

Ensures the organization's strategic plan, mission, vision and values are communicated to subordinates and integrated into the assignments, strategies, goals, objectives, work plans and work products and services.

  • Reports to the supervisor periodically on team and individual work accomplishments, problems, progress in mastering tasks and work processes, and individuals to inform the supervisor of performance management issues/problems and to recommend/request related actions such as, reassignments, promotions, tours of duty changes, peer reviews and performance appraisals

Communicates team and/or individual consensus and recommendations to the supervisor on actions affecting team and individual awards and recognition

  • Consistently exercises independent judgment in directing and assigning work amongst employees by using determinative factors such as team members’ expertise, experience, competence, workload availability, work priorities and team member functional development

Monitors and intercedes with the status and progress of work on a daily basis, reviewing for technical accuracy of in-work and completed projects

Assesses the need to reassign projects to other team members based on workload or setting of new and shifting priorities

Provides frequent assessments to team member son work product, technical expertise, giving guidance and direction to correct any noted deficiencies and improve over-all performance

Assignments and guidance are based on incumbents’ technical

proficiency within functional area, evaluating team members’ capability/expertise rather than established standards or supervisory direction

Provides immediate supervisors with performance feedback to be used in annual assessments and award nominations

  • Performs services as a Senior Systems Administrator

Plans, coordinates and installs operating systems applications

software/hardware

Administers and maintains assigned systems

Develops, reviews, and modifies changes to

schedule of operations for successful day-to-day operations

Optimizes the functionality and performance of hardware/software systems and ensures availability, integrity, efficiency, and reliability of servers

Identifies system problems that are of an unusual or complex nature and develops corrective action

Designs data products,

processes, or programs that enhance functional area management and provide for increased organizational

optimization of Information Technology (IT) processes

Oversees the installation and configuration of applications

software and the establishment of user environments

Troubleshoots and analyzes unusual or complex hardware/software malfunctions to resolve physical and logical processing problems and recommends acquisition of equipment, software and/or hardware which will resolve operational problems

Continually surveys system operation to identify and anticipate potential problems which could lead to loss or serious interruption of service

Identifies corrective or preventative procedures and takes actions to rectify immediate problems and prevent future occurrences

-Provides technical guidance and instruction to users and other IT specialists

Prepares, coordinates, and implements policy and procedures for hardware/software applications system operation

Develops comprehensive instruction for operation of system components

Provides guidance and technical assistance in use and capabilities of the system

Troubleshoots complex problems and provides support in a manner that minimizes interruptions in the customers’ ability to carry out business activities

Provides advice and guidance on a wide range and variety of complex

IT issues

  • Serves as a Senior Technical Advisor to management

Participates as a key member and advisor on special committees and special projects designed to study methods to enhance the use of information technology throughout the installation

As a member of management’s IT team, participates in developing strategic plans for enhancement of the system environment, developing functional and technical requirements for acquisitions, conducting cost-benefit analyses, feasibility studies, and related activities.

Work may occasionally require travel away from the normal duty station on military or commercial aircraft

This position may require work to be performed during hours outside the normal duty schedule

Incumbent must be able to obtain and maintain an appropriate security clearance

Information Assurance Certificate is a condition of employment

This position included information assurance (IA) work as a paramount duty requirement

Per DoD 8570.1-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties

A waiver of this six-month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3

Failure to receive the proper IA certification may result in removal from this position

This is a Drug Testing Designated Position

The employee is subject to random drug testing.

Knowledge of performance tuning tools, database management, and project management methods sufficient to optimize systems performance, troubleshoot database performance problems, and perform a wide range of systems administration functions.

Knowledge of operating systems associated devices, and the interoperability of systems sufficient to install, upgrade, troubleshoot, test, and maintain those systems; to optimize the functionality and performance of systems; and to ensure the availability, integrity, efficiency, and reliability of servers.

Ability to apply methods and practices for troubleshooting, recovering, adjusting, modifying, and improving systems to solve complex problems, provide support that minimizes interruptions in service to customers, and maintain liaison with industry and other activities to provide awareness of state-of-the-art technology.

Ability to supervise employees using knowledge of personnel management regulations and procedures required to hire, train, and appraise employee and ability to communicate orally and in writing.
