Job Description Summary:

The Biostatistics Center (BSC) of the Milken Institute School of Public Health is an off-campus research facility of The George Washington University located in Rockville, Maryland. The Biostatistics Center Research Administrator provides budgetary support and subcontract, service and consultant agreement administration for large clinical trials. This position will work with the Project and BSC Administration staff to insure that the critical needs of the research projects are met. Porfolio typically includes multiple proposals and projects up to approximately $1 million per project with 5 or fewer sub-agreements. May supervise 1 subordinate. Performs duties with considerable scope and complexity under the general supervision of the BSC Assistant Director of Administration.

Essential duties:

Pre-award responsibility:

• Reviews Requests for Awards/Requests for Proposals (RFA/RFP) for business and budget terms, and interprets impact of terms and adequacy of budget to perform the work. Monitors technical and business proposals to assure compliance with the Biostatistics Center, University and agency regulations.

• Prepares budgets to meet all RFA and project needs and guidelines; ensures compliance of budget with institutional policies/procedures and sponsor regulations; prepares revised budgets; writes additional budget justification; reviews budget with PI and refine as necessary; ensures application of allowable indirect costs and fringe benefit rates; reviews technical proposal and coordinates the integration of the budget section with technical proposal.

• Coordinates time schedule for preparation and submission of proposals; obtains necessary authorizations/signatures from University officials. Submits proposal to agency and follows-up on proposal status.

• Reviews scope of work for initial and annual renewal proposals and determines impact on relevant budgets.

• Creates RFP drafts for subrecipients and submits for review to the appropriate staff members.

• Monitors IRB renewal dates of both prime and sub-awards, and prepares IRB applications in conjunction with PI.

Post-award responsibility:

• Maintains continual contact with principal investigators (PI) to advise on project related issues. May recommend courses of action to resolve.

• Monitors and manages sponsored project expenditures and fiscal activities to include preparing financial analyses/projections of expenditures and future budget needs; and serves as primary liaison for fiscal and administrative matters.

• Manages all administrative activities for their sponsored projects including originating correspondence and communications with sponsors regarding funding, prior approvals, subrecipient budgets, analysis and projection of annual and long-term financial needs of projects, and ensuring daily operating financial needs of projects.

• Analyzes and synthesizes multiple sources of complex project information including changes in project scope(s) of work; tracks budget history and sponsoring agency intentions, changes in number and size of subrecipient budgets; projects future financial needs and coordinates between multiple budget sources.

• Coordinates review process of bidders and evaluates business portion of bidders proposals.

• Interacts with and provides response to subawardees re: modification requests. May supervise this activity.

• Oversees all communication and coordination with subcontractors, and makes recommendations for improvement of processes.

• Ensures compliance with Federal and sponsor regulations and terms of award, and oversees compliance with all institutional policies and guidelines for sponsored projects.

• Oversees administrative and financial aspects of subcontractor selection, and coordinates semi-annual subcontracting reports for contracts.

• Reviews award budget and terms of award in comparison to budget submitted. Identifies discrepancies and reviews with appropriate senior staff, and recommends and implements actions in response to discrepancies.

• Reviews requests for subrecipient changes with PI and others; advises PI on various issues regarding awards/projects.

• Under the supervision of the Assistant Director of Administration, this position coordinates the submission of data use agreements, works on IRB approvals and deals with human subjects issues, reviews and ensures compliance with terms and conditions of contract proposals and federal contract agreements, prepares, coordinate and submits proposals that include a large number of subagreements.

• Drafts various agreements and submits to the Office of the Vice President for Research for authorized signature of approval.

• Reviews, modifies and authorizes project related vendor contracts for allowable costs and adequacy of budget. Authorizes payment of and issues related to agreements/invoices.

• Serves as the liaison to other University offices and to sponsoring agencies.

• Maintains familiarity with federal grant and contract regulations. Insures all project expenditures are included in fiscal closeouts; establishes and maintains grant files; and updates appropriate databases.

• Ensures all project expenditures are included in Fiscal closeouts.

• Enhances professional knowledge and skills by attending conferences, training sessions, workshops/seminars and reviewing published literature and performs other work-related duties as assigned processes.
• Performs other related duties as assigned. The omission of specific duties does not preclude the supervisor from assigning duties that are logically related to the position.

Minimum Qualifications:

Qualified candidates will hold a Bachelor’s degree in an appropriate area of specialization plus 5 years of relevant professional experience, or, a Master’s degree or higher in a relevant area of study plus 3 years of relevant professional experience. Degree must be conferred by the start date of the position. Degree requirements may be substituted with an equivalent combination of education, training and experience.

-Excellent analytical and verbal and written communication skills are highly preferred.

-Ability to analyze and synthesize complex information from multiple sources (including financial, factual, policy and regulatory information) and to articulate and use that information in a logical, comprehensible way is strongly preferred.

-Individual must be a good problem solver and rational and methodical in their approach to resolving issues and problems.

-Ability to work well independently as well as in a small group or work team is highly preferred.

-Proficiency in contemporary software applications is necessary.

Hiring Range

$72,235.20 - $119,100.82
