Primary Purpose

The Manager, Investments manages the day-to-day operation of the Investments Unit and assists with planning, directing, and coordinating the activities of the unit. The Manager, Investments also monitors compliance with unit goals and DASNY's Investment Policy and Guidelines.

Essential FunctionsManage the day-to-day operations of the Investments unit including the purchase, sale and re- investment of securities, monitoring of cash balances, transfer of cash for scheduled and off-cycle check runs, opening and closing of bank accounts and report preparation.Assign, manage and prioritize workload and allocate work amongReview and approve various financial transactions/documents such as re-investments, wire transfers, bid sheets, asset reconciliations and daily investment collateral transactions.Manage DASNY's corporate banking Monitoring bank service fees and addressing service quality issues.Evaluate, develop, and implement cash management products and services to optimize efficiencies within the Unit.Oversee each institution's compliance with certain covenants of the bond documents, e. reserve fund requirements.Manage and monitor broker-dealerEnsure compliance by brokers, banks and trustees with DASNY investmentPerform various tasks related to the annualLiaise with senior staff, external auditors, financial institutions, clients and other governmentDesign, maintain and test investmentAssist with the design, development, implementation and maintenance of an electronic investment trading system. Oversee the use and compliance with applicable controls.Prepare various financial reports for management, the DASNY Board of Directors and externalRecommend, design, develop and implement procedures, strategies andAssist in the review and recommend changes to DASNY's Investment Policy and Guidelines based on current regulatory and/or market conditions.Develop and monitor performance measures and unit goals andOther Duties and Responsibilities

Supervision of employees is required.

Physical/Mental/Visual Demands

Occasional travel may be required using public transportation, DASNY vehicle, rental vehicle or personal vehicle. This travel may include overnight stays at public accommodations and related establishments. Requires complex and time-pressured decision-making. Must be able to work overtime or extended work hours as needed.

Work Environment

Standard office environment, including the use of one or more of the following: PC, telephone, fax machine, printer, copier, scanner, electronic stapler/hole punch/date stamp, shredder.

Minimum Qualifications

Bachelor's degree plus five years relevant experience, including two years supervisory experience. Practical experience with investment of funds and electronic transfers.

Preferred Qualifications

CPA, Master's or Bachelor's degree in Accounting, Finance, Business Administration or related field plus five years' experience in investments, cash management and public finance, including two years supervisory experience. Practical experience with investment of funds and electronic transfers.

Telecommuting Work Plan - Employees are required to apply and obtain approval through management to telecommute according to DASNY's Telecommuting Program Guidelines. The days designated as telecommute days must be consistent with operational needs as determined by DASNY division, department and/or unit management.
