Role Overview:

The Global Market Risk (GMR) Fundamental Risk of the Trading Book (FRTB) Program Lead will be responsible for leading the development of Citi’s FRTB capabilties in accordance with the regulatory rules and expectations. You will act as a Senior Leader, with a focus on delivering a best-in-class FRTB Implementation. You will represent and support Global Market Risk as co-Sponsor of the FRTB Program ensuring active involvement in global FRTB forums and governance, liaising across all groups in the risk organisation and with cross-functional stakeholders, including Finance and the Markets Business to drive FRTB Implementation. The role will also involve representing the second line of defense in reviews with US regulators as well as with internal audit.

This role will report into the Chief Administrative Officer for GMR. The successful candidate will have an excellent opportunity to lead a strategically and regulatory important program and work with a broad set of partners across the business and risk and controls organization.

Global Market Risk (GMR) is responsible for the oversight of all aspects of traded and economic market risk and electronic trading activities at Citi. The Market Risk organization consists of approximately 200 headcount who are responsible for the day-to-day operation of the Market Risk framework including risk identification, setting of risk appetite and limits, review and challenge of Market risk exposures including output from stress tests to ensure the businesses are operating within limits and risk appetite. Transformation is a key focus area to ensure Market Risk Management is industry leading and in compliance with regulatory expectations. This includes the implementation of new regulatory requirements such as Fundamental Risk of the Trading Book (FRTB) which will inform the amount of capital required to be maintained for market risk activities. The Chief Administrative Office (CAO) for GMR covers three major areas of support for Global Market Risk Management: Governance and Controls to ensure a safe and sound operating environment; transformation strategy and oversight of regulatory specific initiatives, including FRTB; and business as usual administrative responsibilities including financial planning, resource and capacity planning, communications and development of people strategy.

Responsibilities:

Supporting Senior Global Risk and Executive management in delivering a best-in-class FRTB Implementation, working across multiple internal groups including consultants.

Identifying and addressing operating model gaps and developing required controls, resolving road-blocks and identifying risks to successful delivery, escalating as needed.

Represent Global Market Risk on US Regulatory interactions (FRB, SEC, OCC etc) in collaboration with the Regulatory Relations team.

Deliver a best-in-class governance framework, and develop an end-to-end document regarding FRTB SA, SA-CVA calculations, rule interpretation and associated governance, process, and controls.

Review Markets 1st Line processes and controls and act as challenger.

Oversee comprehensive end to end testing strategy and plan for FRTB SA and SA-CVA.

Represent Citi on relevant regional Industry and Regulatory working groups.

Collaborate with internal partners and influence the strategic direction of the Initiative.

Report project statuses, next steps and issues / risks to stakeholders and sponsors.

Develop and analyze key metrics to monitor and drive the governance and control agenda.

Promote best in class risk and control management culture across the Risk Organisation.

Manage interactions with audit on FRTB topics for risk.

Required Skills:

Hands-on experiences with knowledge of regulatory expectations of best-in-class governance, FRTB SA regulatory rule specifications, industry calculation approach and rule interpretations.

Prior experience at another top firm in delivering best-in-class FRTB SA from the risk viewpoint

Cross-functional working experience for enterprise regulatory programs

Track record of working with or in US Regulatory bodies on industry and regulatory matters and managing large regulatory programs.

Strong communicator with relationship building skills with regulators and senior internal and external stakeholders

Ability to build and maintain professional working relationships and to influence counterparts in different areas of the organization, working across geographies and functions

Quick learner, team oriented with strong organizational, project management and presentation skills

Ability to prioritize and drive results in a deadline driven environment while maintaining attention to detail and complete accuracy

Qualifications:

Demonstrable experience in the Financial Services Industry

Leadership skills including ability to work effectively and drive results with a virtual global team

Prior work experience in Regulatory FRTB Programs
