This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

To be eligible for appointment under NY HELPS, candidates must meet the minimum qualifications below:

A bachelor's degree

At the discretion of the agency, appointment level may be determined by the candidate's qualifications. You must inform the agency of any additional qualifications at your interview.

For appointment to the Business Systems Analyst Trainee 2 level you must also have one year of professional business analysis experience*

For appointment to the full performance level of Business Systems Analyst 1, SG-18, you must also have two years of professional business analysis experience*

*Business analysis experience is defined as experience where your primary duty was performing three of the five following activities:

•Using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs (e.g., workshops, focus groups, interviews, observation, brainstorming, surveys/questionnaires, JAD Sessions).•Using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements (e.g., Data Flow Diagram, Business Process Model, Root Cause Analysis, Fish Bone Diagram, Context Diagram, Business Process Flows, or Fit-Gap Analysis).•Describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle (e.g., Business Case, Use Case, Business Requirements Document [BRD], Fit-Gap Analysis, Impact and Feasibility Analysis, Change Management Analysis).•Validating requirements throughout the product/system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals.•Verifying requirements throughout the product/system development life cycle (SDLC) to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.

The following activities are NOT considered qualifying experience:

•Conducting or overseeing operational audits or audits of internal controls to develop audit reports and make recommendations to management regarding policies, practices, procedures and resources - Responsibility limited to forms design and changes to forms.•Business related operational responsibilities, including serving internal and external customers, using a business system in the performance of daily operational duties, managing staff with business responsibilities, etc.•Information technology-related responsibilities such as hardware installation, network configuration, software administration and programming.•Development of instructional materials and classroom training.•Help desk duties including troubleshooting, resolving user issues, and providing customer service.

Candidates may also be appointable via the following:

Reassignment - Currently in the title of Business Systems Analyst 1 and an employee of DEC.

or

Reinstatement Eligible - Previous service in this title on a permanent competitive basis or in a title otherwise transferable to this title.

Or

Transfer Eligible - One year of permanent competitive service at Salary Grade 11 or higher and eligible for transfer in accordance with Civil Service law.

Duties Description This position resides within the Division of Operations' Bureau of Maintenance & Technical Services. Duties may include but are not limited to:

•Management of Maintenance Management System (MMS): Monitor policy on MMS workflow, develop and maintain MMS procedures, direct routine data entry by Regional MMS Coordinators, coordinate routine system software updates, conduct system testing of new releases, establish user roles and rights, coordinate user training and ensure system vendor fulfills contract requirements.•Develop, maintain, and modify business rules to meet business requirements, including composing documents to aid in business rule change decisions.•Develop subject matter expertise to assist across all phases of the system development life cycle including development, testing, training, implementation, and post implementation support.•Develop and define system requirements for routine changes and enhancements to business systems.•Develop training related to business systems changes for users.•Generate a variety of canned and ad hoc reports using Microsoft Access and other report writing software.•Provide input and guidance on the use and enhancements of the Division of Operation's Databases to ensure data is accurate and timely.•Support the data needs of various Department tasks such as the MS4 Stormwater Permit and State Agency Environmental Audit.•Submit various OGS mandated Building Inventory, Infrastructure, and Construction-In-Progress reporting.•Develop/utilize GIS data coverage for Division Facilities to work in conjunction with MMS facility data in support of various projects/ tasks.•Perform analysis to determine the impact of rule changes.•Troubleshoot system problems by analyzing data, errors and other system deficiencies noted.•Work with users to prioritize requirements.•Contribute to higher level analysis for developing new systems.•Perform Statewide on-site visits for infrastructure inventories, which will occasionally require negotiating difficult terrain to access remote locations.•Process vehicle fuel transaction data including creating custom reports.•Maintain the Capital Projects database and assist new users with access to the system.•May perform supervisory duties.•Additional duties will be discussed in detail during the interview.

Additional Comments:

Will be required to use Microsoft Excel and Access effectively and efficiently. The ideal candidate will have 2 years of experience performing administration or development of Microsoft Access Databases with Visual Basic Modules Self-starter, motivated, and able to work independently with a Commitment to providing exceptional customer service and Excellent communication skills.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
