IntroductionThe Maryland Department of Commerce is seeking qualified applicants for an Arts Capital Program Director within its Maryland State Arts Council (MSAC). This is a Special Appointment position, and serves at the pleasure of the Appointing Authority. It is important to complete the Supplemental Questions that are part of the application process.GRADE16LOCATION OF POSITIONThe World Trade Center - 401 East Pratt Street, Baltimore, Maryland 21202Main Purpose of JobThe Arts Capital Program Director is primarily responsible for facilitating grants administration for the Arts Capital Grant program for MSAC. The incumbent reports to the Senior Program Director and works closely with the Executive Director and other staff in the oversight, administration and continuing development of the Arts Capital program.POSITION DUTIESThe duties for this position include: guideline, application and rubric development; applicant eligibility determinations; application review for completeness and eligibility; panel oversight; and creating, planning, executing all deliverables to process funding recommendations, including materials and documentation for review by the Board of Public Works. These duties include providing applicant technical assistance, training on application procedures, and development of constituent-driven professional development offerings as well as oversight of compliance with the policies and procedures set forth by MSAC and the State of Maryland.The selected employee will be well organized; able to work independently; have an aptitude for detailed work; experience with database software applications and able to prepare reports/charts; possess strong interpersonal, written, and oral communication skills; effectively present information, respond to internal and external inquiries; and complete concurrent and high priority tasks. Some state travel is required.MINIMUM QUALIFICATIONSEducation:

Bachelor’s Degree from an accredited college or university in one of the following: visual arts, art history, arts administration, architecture, landscape architecture, design or closely related field.Experience:

Four years of administrative staff professional work.Notes:Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.Candidates may substitute the possession of a Master's or other higher degree from an accredited college or university for the required experience.Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher-ranking commissioned officer on a year-for-year basis for the required experience.DESIRED OR PREFERRED QUALIFICATIONSFour (4) years’ experience in project management in capital, program or agency/organizational management.Experience with government procurement processes.Experience making presentations.Experience working with committees/boards and community organizations.Experience working in the public or non-profit arts sector.Proficiency with all Google products, Microsoft Office Suite and/or other relevant programs.LICENSES, REGISTRATIONS AND CERTIFICATIONSSome Statewide travel is required. Employees in this classification may be assigned duties which require the operation of a motor vehicle.
