Job Summary :
The Associate Director of Facilities oversees all facilities physical management of CCDC’s properties located throughout the City of San Francisco. The position requires an experienced leader and a team-builder with excellent administrative and interpersonal skills to inspire teamwork at sites. They must have extensive knowledge of building systems and maintenance, use sound approaches to personnel, exercise good judgment in problem solving, view the ‘bigger picture” to see how effective inter-departmental collaboration enhances overall success, and thrive in a stressful and active team environment. The ideal candidate is skilled at managing multiple projects, teams, and priorities and is skilled at both work planning and creating and managing complex budgets.

We own and/or manage approximately 37 affordable housing buildings serving over 4,500 low-income seniors, single adults, formerly homeless adults, and families of diverse ethnic and cultural backgrounds in San Francisco’s Chinatown, Tenderloin, Western Addition, Mission, and Polk Gulch neighborhoods, among others. Develop and implement facility management strategic plan.Monitor work in process to ensure adherence to contract, blueprints, specifications, and company standards, schedule, workmanship, and signs off on completion of projects.Develop, maintain, and manage operational standards for site inspections, preventative maintenance, apartment units, common areas, authorization protocols, bidding requirements, etc.Develop and maintain a preferred vendor list.Interpret and assist site maintenance staff in curing Notices of Violation (NOV).Implement and assist site staff with annual fire drills.Ensure properties have completed emergency plans readily available.Coordinate with Asset Management and Housing Development on Capital Needs Assessments and rehabilitation for each CCDC owned and managed property.Regularly audit CCDC building security and maintenance efficiency for the safety of the residents and staff.Supervise major repairs by CCDC maintenance staff; consult with outside resources when necessary to assure compliance with industry standards.Lead selection, contracting, and management of vendors and suppliers; renegotiate vendor contracts where appropriate.Respond to and consult with Property Supervisors and Maintenance Supervisors when the need for major repairs or costly non-routine maintenance arises at the property.Attend milestone meetings for new and acquired properties as necessary.Regularly review comprehensive preventive maintenance schedule for all buildings.Create ongoing maintenance training programs for maintenance personnel.Regularly meet with staff from other departments to review and discuss the physical condition of each CCDC owned and managed property.Manage the full range of services including maintenance and repair, janitorial, security, landscaping, sustainability efforts, and other project activities across a rapidly growing portfolio.Work with Housing Development and Asset Management on capital needs assessment and rehabilitation and other projects assigned.Work collaboratively with Property Managers and Maintenance Supervisors to develop, implement, and maintain programs addressing building safety, cleanliness, and preventative maintenance.Prepare annual energy analysis for each CCDC managed building.Prioritize and ensure completion of capital improvement projects.Lead monthly safety meetings.Conduct regular site inspections.Respond to building emergencies, as necessary (by phone).Ensure staff knows and follows safe work practices and policies.Ensure staff receive periodical training.Provide Director of Property Management with overall reporting on the physical condition of CCDC’s properties.What You Bring
Strong interpersonal (both verbal and written) and team building skills.Detail-oriented and highly proficient in producing presentations, schedules, budgets with the ability to communicate effectively to large and small audiences.Capacity to work independently and exercise good judgment in problem-solving.High level of motivation, initiative, and flexibility.Ability to work with people of diverse economic, social, and ethnic backgrounds.Ability to respond to building emergencies 7 days a week, 24 hours a day (by phone).Ability to manage conflict and stressful situations.Minimum Qualifications
Four (4) years work experience in the field of construction, architecture, engineering, and/or maintenance supervision, and a solid understanding of personnel management.Two (2) years of supervision of personnel.Extensive experience in budget preparation, budget management, contract analysis, and contract management.Working knowledge of electrical, plumbing, carpentry, painting, and refurbishing.Extensive knowledge of physical plant, building systems, and maintenance procedures.Excellent organizational, administrative, financial, and communication skills (written and verbal).Proficient in Microsoft Word, Excel, PowerPoint.Familiarity with the neighborhood of the portfolio.Preferred Qualifications
Six (6) years work experience in the field of construction, architecture, engineering, and/or maintenance supervision, and a solid understanding of personnel management.Four (4) years of supervision of personnel.Experience working in the nonprofit sector.Experience in managing low-income/affordable residential property.Knowledge of HUD, HCD, SF Housing Authority, SF Mayor’s Office of Housing and Community Development (MOHCD), TCAC, and other guidelines/programs and unit-based subsidies.Public Housing management experience.Asset Management/Compliance Management/Facility Management experience.Proficient in property management software.Experience in managing commercial properties.Bilingual in Chinese/Spanish/English.
