We are seeking a Labor Relations Manager to support the Customs and Border Protection (CBP) TARS program. This role is pivotal in aligning HR strategies with program goals while managing complex human resources functions. The ideal candidate will have extensive experience with Service Contract Act (SCA) contracts, labor relations, and union interactions. You will serve as a trusted advisor, providing expert guidance on HR policies, compliance, and employee relations, while fostering a collaborative environment between management and union representatives. Your contributions will be essential in ensuring the successful execution of HR initiatives that enhance workforce engagement and support the overall objectives of the TARS program. Duties include:Responsibilities

Act as the primary point of contact for site leadership, ensuring their needs and concerns are addressed promptly.Foster open communication between subs and the company to streamline operations.Updates to executive leadership on workforce planning, subcontractor management, and any potential risks or opportunities within the site. Assist in strategic decision-making related to project staffing and site management.Maintain strong relationships with subcontractors, ensuring compliance with contractual terms.Provide regular updates to executive leadership on subcontractor performance, site operations, and HR-related metrics affecting project outcomes with recruitment department to identify staffing needs and ensure smooth onboarding of new employees, including orientation and training.Maintain and manage employee data, reporting metrics, payroll and benefit functions as it relates to a union and non-union workforce.Demonstrated experience in managing and ensuring compliance with the Service Contract Act (SCA), including the administration of wage determinations, adherence to labor regulations, and oversight of employee benefits for service contract employees.Serve as the primary point of contact for labor relations issues, facilitating communication between management and union representatives.Develop and implement strategies to maintain positive relationships with multiple unions.Manage the administration of collective bargaining agreements (CBAs), ensuring compliance and addressing any disputes that arise.Negotiate terms of the agreements, working closely with legal counsel and other stakeholders.Oversee the development and implementation of bridge agreements, memorandum of understanding, or any necessary addendums to address temporary labor issues or transitions. Ensure that bridge agreements align with organizational goals and comply with legal standards.Administer employee benefits programs, ensuring that offerings are competitive, meet the needs of employees, and comply with current CBA.Provide guidance and support to management and employees on HR policies, labor laws, and dispute resolution.Conduct investigations into employee complaints or grievances, maintaining confidentiality and impartiality.Stay updated on best practices in HR and labor relations to continuously improve organizational processes.Organize and facilitate regular meetings with subcontractors and site leadership to ensure alignment with company goals, contractual obligations, and project milestones.Act as primary support to the division HR Business Partner.Required Qualifications

Bachelor's degree in Human Resources, Business Administration, or related field; Master's degree or HR certification (e.g., SHRM-SCP, PHR) preferred.Minimum of 5 years of experience in human resources, with a focus on labor relations and union negotiations.Proven experience managing collective bargaining agreements (CBAs) and bridge agreements.Strong knowledge of labor laws and regulations affecting employee relations.Strong organizational, interpersonal, verbal, and written communication skills.Ability to administer HR policies and procedures.Proficient experience and knowledge of MS Office Suite.Preferred Qualifications

Familiar with Puerto Rico law.Working knowledge of HRIS/payroll systems (SuccessFactors and Costpoint preferred).Company EEO Statement
