DUTIES DESCRIPTION:

Under the direction of the President and the Executive Vice President, the General Counsel leads the Office of Counsel in providing legal counsel, advice and assistance to all program areas within HESC. The duties include, but are not limited to the following:

• Serves as the primary legal liaison with the Executive Chamber, Legislature, Office of the State Comptroller, Attorney General and Division of the Budget.• Maintains proficiency in knowledge of applicable sections of Education Law, regulations, policies, and rules.• Anticipates and identifies legal issues.• Drafts, researches, reviews, proposes and interprets legislation and regulations.• Reviews and negotiates contracts with third-party vendors,• Drafts and negotiates agreements and interfaces with other governmental entities on a variety of matters.• Handles matters related to labor and employee relations.• Supervises the legal work of other attorneys within the Office of Counsel.• Maintains professional growth and development through attendance of relevant or necessary seminar, workshops and professional affiliations.• Serves as the agency’s Secretary to the HESC Board of Trustees; prepares and coordinates advance meeting materials for the HESC Board of Trustees..• Supervises the agency’s Ethics Officer and FOIL Officer• Performs other duties as required.$152,191 - $191,457/yearDuties

$152,191 - $191,457/yearQualifications

Minimum QUALIFICATIONS:

Candidates must have a law degree from an accredited law school, be a good standing member of the New York State Bar and have at least ten (10) years of relevant experience in the practice of law in New York State subsequent to admission to the New York State Bar.Legal experience should include analyzing complex legal issues; researching statutes, drafting and negotiating contracts; and providing legal advice to high-level managers and executives.

At least three (3) years of experience must have been in a capacity of supervising subordinate attorneys, including assigning and reviewing work, establishing deadlines and priorities, and assisting staff to resolve problems and/or matters of precedent.
