The Enterprise and Systems Administrator is a professional level position that performs specialized tasks related to enterprise software applications, their underlying databases and other applications specific to the area of assignment, balancing individual and organizational responsibilities.

DISTINGUISHING CHARACTERISTICS

The Enterprise and Systems Administrator administers the technology, structure, and workflows associated with the operation of software applications, with a focus on large departmental or enterprise systems. This position understands and documents the informational and business needs of the area of assignment and configures the software application to meet those needs. The position customizes software and documents changes to software applications using programming languages to address complex and unique workflow needs.Essential Functions

Responsible for support and maintenance of large-scale computer systems, programs and applications that impact critical department or enterprise operations, functions and services.

Implement large or complex computer software applications; design, configure and test system software; troubleshoot user software problems.

Responsible for overall application system administration activities for the department, such as development, installation, upgrades, modifications, data integrity, security, technical support and troubleshooting. Evaluate current procedures and recommend changes and improvements.

Analyze on-going problems and recommend courses of action to address problems. Maintain a close working relationship with vendors to identify and solve problems with software systems. Troubleshoot problems and make corrective changes to existing configurations through consultation with vendor. Attend user meetings with vendors as needed.

Utilize reporting tools to write and maintain a variety of reports or queries to support business functions and aid in decision making practices. Develop standard reports for ongoing department needs and ad hoc queries as needed, working with department staff to identify information requirements.

Participate in the development of overall department goals, objectives and priorities for the implementation or upgrade of systems; prepare and present strategic technology plans; ensure that strategic plans are consistent with broader organizational plans, initiatives, policies, and priorities.

Develop an advanced knowledge of department business functions, information needs and workflows to plan, design and propose changes and improvements to internal systems.

Assist with the analysis of user needs and develop system requirements.

Provide and coordinate user training and support; develop documentation for user manuals and employee onboarding.

Assist in planning, designing, and implementing application databases, maintaining security and user access. Design, create, and maintain physical objects including tables, files, libraries and indexes to support department computer applications using database management systems.

Work with confidential and protected data.

Display honest, trustworthy, and ethical behavior when dealing with internal and external customers.

Establish and maintain cooperative working relationships with those contacted in the course of work.

Regular attendance that is punctual and dependable is required.

Perform related duties as assigned.Qualifications

Knowledge of:

Principles and techniques of analysis, design, development, and implementation of complex computer and communications systems in a complex enterprise environment.

Microsoft SQL Server database environments and the use of associated tools for integration development, database objects, and programming objects on critical systems.

Software application environments including multi-tier systems and client management technologies.

Enterprise system security principles.

Substantial knowledge of database centric SaaS applications.

Ability to:

Ensure data integrity, reliability, currency, accuracy, efficiency, and security. Oversee testing and change management coordination for complex system environments.

Utilize current standard tools such as Application Programming Interface (API), Structured Query Language (SQL), Visual Basic (VB), and .Net, to develop integration and workflow on, and between systems.

Administer, maintain, upgrade, patch, recover, backup, and analyze complex database systems.

Troubleshoot and diagnose specific database systems problems.

Perform programming to create customized reports and workflow for department. Provide recommendations on database systems and select appropriate equipment. Perform difficult computer information system database installation and maintenance work.

Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.

Research, develop, and recommend cost-effective technical system improvements. Prepare and maintain accurate and complete records; clear and concise reports; and write technical documentation.

Maintain security, confidentiality, and indifference to sensitive data within systems. Work with end users to ensure efficient use of systems.

Work within a local government organization and their particular methods and challenges.

Work with a range of end users, discover and define their data and system needs, and then develop and implement various reports using SQL to enable those end users to deliver their desired performance outcomes. Design and implement a template driven structure or similar so that non-technical staff can build their own report requests using techniques such as Query By Example or other tools.

Work in a mixed environment of on premise and SaaS based enterprise applications.

Work with defined API links between SaaS solutions, to ensure data links are operational.Supplemental Information

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:

Five (5) years of responsible system management, computer system configuration, system data analysis, system project implementation, or related experience.

Training:

A Bachelor's degree from an accredited college or university with major coursework in computer science, information technology, or an information technology related field.

License or Certification:

Employee must possess a valid driver's license and maintain insurability as determined by the City's insurance carrier. Click to view our driver eligibility requirements.

Working Hours:

Monday-Friday 8 a.m.-5 p.m.; dependent upon department needs.

Other:

Rates Effective January 1, 2025 and aresubject to change.

This is a general guide for the purpose of informing all new employees of benefits. Coverage for all benefits, with the exception of the retirement savings plan, is effective the first of the month following one full calendar month of full time employment. Payroll deduction will begin in the month prior to the effective date of coverage. The retirement savings plan is effective on the first day of employment.

HEALTH INSURANCE:

Blue Cross/Blue Shield coverage provided to the employee and dependents. There are two options: a Qualified High Deductible Plan with an HSA, or a Traditional PPO plan. If your spouse is eligible for coverage on their employer's group health plan, spousal coverage with the City is not available.The semi-monthly premiums for the High Deductible Plan: ($3300/$5800 deductible)Employee only $ 30.35Employee 2/4 $ 86.77Employee and Family $177.02The semi-monthly premiums for the Traditional PPO Plan: ($1000/$2000 deductible)

DENTAL INSURANCE:

Delta Dental coverage provided to employee and dependents. The employee is responsible for a portion of the premium. $4.65 for Single, $8.78 for Emp. 2/4 or $14.09 for Family semi-monthly.VISION INSURANCE:

EyeMed Vision coverage is available to employees and dependents. The employee is responsible for the full premium. Employee only - $7.09; Employee/Spouse - $13.88; Employee/Children - $14.61; Family - $21.48. All rates are monthly payroll deductions.

LIFE INSURANCE:

Securian/Ochs Life Insurance coverage provided for employee ($50,000), spouse ($10,000), and dependents ($5,000 each), with premiums paid by the City. Supplemental life insurance available for employee and dependents through payroll deduction.

RETIREMENT PLAN:

Mandatory Ameritas Retirement Plan - 6.5% of gross earnings matched by the City of Grand Island. Effective on date of employment. Four year vesting schedule. Voluntary after-tax contributions up to 10% - not matched by City.

DEFERRED COMP:

Five optional Deferred Compensation Plans which allow pre-tax contributions up to $23,000/yr.

LONG-TERM DISABILITY:

CIGNA - LTD provided for employee. Pays a portion (60%, maximum of $8500 per month) of employee's salary should he/she becomes disabled.

CAFETERIA/125 PLAN:

Optional participation by the employee. Can be used for medical expenses, non-employer sponsored premiums and/or dependent daycare.

VEBA PLAN (HRA):

MidAmerica. Post-employment plan to be used for post-employment medical expenses. Contributions made by the City.

PAID VACATION:

Vacation leave is earned and accrued in bi-weekly increments in the following manner: Ten work days in the first year; 15 days in the 5th year; 16 days in the 7th year; 17 days in the 9th year; 18 days in the 11th year; 19 days in the 13th year; 20 days in the 14th year; 22.5 days in the 20th year; 25 days in the 25th year. No vacation can be used during the introductory period.

PAID HOLIDAYS:

Nine Holidays, two Personal Holidays, one Convenience Day.

MEDICAL LEAVE:

Accrual of 8 hours a month which is cumulative to a maximum of 1,150 hours.
