DutiesThe incumbent will serve as an IT Specialist (SYSANALYSIS). As an IT Specialist (SYSANALYSIS), you will perform the following duties:Technical authority on the design, development, documentation, modification, testing, implementation, and support of new and existing cloud computing capabilities for use in the operations, development, and provide Research to Operations (R2O) enclaves.Ensure all IT cloud-based projects conform to NWS, NOAA, DOC, and Federal rules and regulations.Provide authoritative advice, guidance, and recommendations on innovative IT cloud-based solutions and new approaches in the administration of infrastructure technology designed to optimize the customer and agency experience.Requirements Conditions of EmploymentKey Requirements:A one year probationary period may be required.Payment of relocation expenses may be authorized.This position is in the bargaining unit. This handbook is available on the Office of Personnel Management's website located at: .EDUCATION: There is no positive education requirement for this position.SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.To qualify for the 2210 series:IT COMPETENCIES: Applicants must have IT-related experience demonstrating each of the following four competencies:1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail;2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services;3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; and4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.ANDSPECIALIZED EXPERIENCE: One full year (52 weeks) of specialized experience equivalent to the GS-13 grade level in the Federal service. Specialized experience MUST include all of the following:Diagnosing IT cloud-based hardware and software faults and troubleshoot problems related to the design, development, capacity management, and administration of critical applications; and,Developing, implementing, and analyzing project, program, and portfolio management performance measurements to develop recommendations.Additional informationCTAP and ICTAP candidates will be eligible if it is determined that they have exceeded the minimum qualifications for the position by attaining at least a rating of 85 out of 100. SF-50, "Notification of Personnel Action: you must provide the most current Notification of Personnel Action (Form SF-50) that verifies career/career-conditional status, title, series, and highest grade level held on a permanent basis for your previous position. Performance Appraisal - most recent performance appraisal showing the official rating of record, signed by a supervisor, or statement why the performance appraisal is unavailable.
