Summary

The Town of Nags Head is looking for a motivated accounting professional to join our dynamic team! This position is responsible for the municipal tax collection process for the Town. The Tax Collector regularly interacts with the general public and business owners; requiring exceptional communication and customer service skills.

Responsibilities

Receives and reviews the annual tax scroll from the County and converts the data into the Town's annual scroll and levy; creates and prepares tax bills in accounting system; prints and mails tax bills in July/August; mails a reminder notice in DecemberProcesses and mails delinquent tax notices in January; conducts collection calls and mailings after the delinquent notices; prepares annual advertising lists for approval by Board of Commissioners; prepares newspaper advertisements of delinquent accounts; adjusts delinquent tax bills for various penalties/fees with General Ledger entries; implements advanced collection procedures such as garnishments, bank attachments and initial foreclosure process, if necessaryProvides information for annual certification for North Carolina Department of Revenue (TR2 Report) and prepares annual Tax Settlement letter to Board; reconciles tax and privilege license/registrations receivable and revenue accounts and provides information for annual budget and financial statementsReceives and calculates monthly tax distributions from the County for DMV and Town tax collections; maintains and reconciles monthly reports of tax adjustments based on distributions, discoveries and releases as assessed by the County with Excel reports that are presented to the Board each month for approval; completes General Ledger entries for all tax adjustments and maintains Excel reports for monthly balancing; creates new tax bills for any new discoveries/releases in the accounting system and mails letters to ownersSets up ACH (auto withdraw) accounts with the Town's bank for owners who request automatic payment withdrawals from their checking account (reminder letters are mailed to owners on a yearly basis); processes monthly partial payments with General Ledger entries and sets up payment agreement with ownersUpdate Town's website with tax, business license information/payments and beach driving updatesReviews County transfer report each month for property transfers and makes corrections in accounting system of new owners and addressesGathers and calculates information from penalties/fees/tax for the Finance Director for Fines and Forfeitures due to the County School systemPrepares and maintains monthly delinquent account for North Carolina Debt Set Off Program; applies for annual membership in state program; updates applicable software; prepares and maintains various records in accordance with program regulations and processes any funds received with General Ledger entriesCreates and updates privilege license/business registration accounts for billing purposes and scans all applications into accounting system; prepares and mails bills; prints and mails license/registrations after receipt of payment; adds monthly penalties to delinquent accounts; prints and mails delinquent notices; makes collection calls; conducts site visitsPrepares and orders annual beach driving permits and prints maps and regulations; obtains contracts from various retail outlets who sell beach permits for the Town; visits retail outlets on a bi-weekly basis and collects funds and applications; provides additional supplies to outlets (maps and regulations); keeps track of permits sold with Excel spreadsheet and reports figures to Town Manager on a monthly basis during October through April; prepares and orders the Town's license plates for sell to the publicReconciles Business License/Registrations and Beach Driving Permits receivables and revenue accounts for monthly balancingReviews and prepares tax overpayment reports for approval on a weekly basis and creates General Ledger entries and processes overpayment refunds to accounts payable with letters to ownersReceives and responds to daily inquiries, by phone or in person, regarding taxes and privilege licenses/business registrations with regards to balances/processes from owners and answers verbal and written tax certifications from attorneysReviews daily payment batches of cash receipts from front deskProcesses checks returned from bank due to nonsufficient funds; creates General Ledger entries for payment reversals and fees to accounts; contacts owner by phone and mails letters; monitors accounts to ensure paymentRequirements

Required Knowledge and Skills

Thorough knowledge of accounting principles, terminology and methodsThorough knowledge of tax regulationsThorough knowledge of office procedures and equipmentKnowledge of computer accounting software systemsAbility to reconcile financial records to general ledger and subledgersAbility to maintain financial records and prepare reports and statementsAbility to make accurate mathematical computationsAbility to operate office equipment, computers, calculator, phone and copierAbility to maintain working relationships with associates and general publicSkilled in advanced Excel and WordSkilled in advanced understanding of financial data entry and calculations of tax ratesSkilled in use of various computer systems including Enterprise Accounting softwareSkilled in working with all types of advanced office equipmentSkilled in public speaking and public interactions for collection purposesEducationGraduation from high school or GED equivalency supplemented by courses in accounting, business management, or related field; an Associate's degree in accounting is preferred.

ExperienceThree (3)+ years' experience in collections, accounts payables and/or receivables and general understanding of general ledger and reconciliation processes.

Special RequirementsA valid North Carolina driver's licenseCertified Tax Collector as issued by the North Carolina Tax Collectors' Association within two (2) years in position.Ability to obtain Tax Collector's Individual Faithful Performance Bond which includes a thorough background investigation pursuant to NCGS 105-349FLSA Status : Non-Exempt
