The Department of Information Resources (DIR) requires the services of one (1) Snowflake Database Administrator (DBA) hereafter referred to as Worker, who meets the general qualification of Systems Analyst 3, Emerging Technologies and the specifications outlined in this document for Health and Human Services Commission (HHSC) Information Technology.

All work products resulting from the project shall be considered "works made for hire" and are the property of the HHSC. HHSC may include pre-selection requirements that potential Vendors (and their Workers) submit to and satisfy criminal background checks as authorized by the Texas law. HHSC will pay no fees for interviews or discussions, which occur during the process of selecting a Worker(s).

HHSC IT is continuing to develop an HHS data integration hub with a goal to accomplish the following:•Implementation and configuration of the infrastructure for the data integration hub•Design, development, and implementation (DD&I) of the data integration hub using an agile methodology for all standard SDLC phases that includes, but is not limited to:•Validation of performance metric requirements•Creation of Epics/User Stories/Tasks•Automation of data acquisition from a variety of data sources•Development of complex SQL scripts•Testing - integration, load and stress•Deployment / publication internally and externally•Operations support and enhancement of the data integration hub

This development effort will utilize an agile methodology based upon the approach currently in use at HHSC for the Texas Integrated Eligibility Redesign System (TIERS). As a member of the agile development team, the worker responsibilities may include:•Strong overall understanding of Snowflake architecture and its components.•Hands-on experience with Snowflake objects such as Databases, Procedures, Tasks, and Streams.•Expertise in using Snowflake's cloning capabilities for databases and schemas.•Proven experience in managing Snowflake Warehouses and optimizing performance for efficient query execution.•Proficiency in Snowflake RBAC (Role-Based Access Control), including implementation of roles and privileges.•Experience with integrating Snowflake SSO (Single Sign-On) and SCIM (System for Cross-domain Identity Management) for secure access and identity management.•Familiarity with CI/CD pipelines and version control for managing Snowflake code deployments.•Experience working with data integration tools like Informatica and ADF for seamless ETL/ELT processes.•Ability to automate administrative tasks using Snowflake SQL and scripting languages like Python or Shell scripting.•Expertise in monitoring and troubleshooting Snowflake environments, including usage tracking and query profiling.•Strong understanding of Snowflake's security features such as data masking, encryption, and network policies.•All other duties as assigned.

II. CANDIDATE SKILLS AND QUALIFICATIONS

Texas Health and Human Services Commission . Normal business hours are Monday through Friday from

8:00 AM to 5:00 PM , excluding State holidays when the agency is closed.

Hybrid - On Site and Telework . Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense.

Texas Health and Human Services Commission

will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through

**Position will be 4 days remote with 1 day (Tuesdays) required to be onsite at the location listed above. Program will allow candidates who are within the state (Any location within the State of Texas).**

TERM OF SERVICE

Services are expected to start on or around November 25, 2024 and are expected to completed by August 29, 2025. Total estimated hours per Candidate shall not exceed 1,640 hours for FY25.

Initial Purchase Order Term:

Any Purchase Order resulting from this Request for Resumes is effective on the date of issuance and expires on the last day of the State fiscal year in which the Purchase Order was issued, unless sooner stated in the Purchase Order or unless sooner terminated, renewed, or extended as provided in the Purchase Order.

Renewal Option(s):

HHSC, at its sole discretion, may renew the Purchase Order for up to three, one-year optional renewals. Such renewal(s), if exercised, shall be subject to all the requirements and terms and conditions of the Purchase Order.

WORK HOURS AND LOCATION

A) Services shall be provided during normal business hours unless otherwise coordinated through the Agency. Normal business hours are Monday through Friday from 8:00 a.m. through 5:00 p.m., excluding Texas state holidays when the agency is closed.

B) The primary work location will be 701 W 51st St Austin, Texas 78751.

Position will be 4 days remote with 1 day (Tuesdays) required to be onsite at the location listed above. Program will allow candidates who are within the state (Any location within the State of Texas).

Worker must sign an Acceptable Use Agreement as a condition of employment.

Worker must sign and return an HHSC Information Technology Staff Augmentation Contractor Integrity Agreement (IT Form 4710) before a purchase order is issued.

Vendor must sign and return and HHS Information Security Cybersecurity Training Acknowledgement ( HHS Form 3834 ) before a purchase order is issued.

Vendor must conduct a criminal history investigation of the Worker and provide the results to HHSC prior to the issuance of any purchase order. The criminal history investigation must have been conducted within six months prior to the issuance of any purchase order, including a purchase order for modifying or extending the terms of the agreement. Should the Worker not be acceptable to HHSC at any time because of the results of the criminal history investigation, then HHSC may immediately terminate its purchase order and related service agreement or request replacement of the Worker in question.

By accepting the purchaser order, the Vendor agrees to comply with the HHS Data Use Agreement .
