Job Summary:

Reporting to the Chief Executive Officer (CEO) the Chief Operation Officer (COO) will have overall operational responsibility for the company’s engineering, program management functions and production, with the respective managers being direct reports. As the Chief Program Officer of PacMar Technologies, the COO will provide leadership to the program execution, responsible for complying and supporting all company, regulatory and statutory requirements. The COO will be responsible for maintaining and developing any changes to company process or procedures for the areas of this responsibility. The COO will develop and maintain a succession plan for all supervisors, managers and executives up to and including the position of COO. The COO will provide coordination between the engineering and program management functions and serve as a liaison between the company and government or commercial customers.

The COO will partner with and support company peers (the Chief Financial Officer, Chief Technology Officer, Director of Human Resources, etc.) and will be responsible for developing, implementing and managing the operational aspects of the annual budget. The COO will implement company strategic initiatives to ensure technical competence, and quality and safety standards in program execution. Finally, the COO will cultivate existing relationships with government and private funders.

Essential Duties and Responsibilities:

Provide effective and inspiring leadership by being actively involved in all programs and services, developing a broad and deep knowledge of all programs.

Identify opportunities for the company to leverage cross-program strengths to take advantage of new opportunities and to address organizational challenges.

Set comprehensive goals for performance, growth, quality and environmental health and safety.

Collaborate with the CEO in driving organizational vision, operational strategy, and hiring needs for programs, engineering and production.

Manage and cultivate existing relationships with government and commercial funders to secure and expend current revenue streams.

Provide the CEO comprehensive programmatic strategies and challenges; client retention; and program cost, schedule and technical performance.

Apply sound engineering and programmatic discipline to all company operations and meet the standards of Department of Defense Acquisition Regulations (DoDinst 5000.02); the Federal Acquisition regulations and Defense Federal Acquisition Regulations including implementing and maintaining an Earned Value Management System (EVMS) in accordance with ANSI/EIA-748.

Work collaboratively to develop and/or improve systems, processes, controls and procedures that improve the overall efficiency of the company and insure excellent client service.

Guide the organization’s risk management strategies to evaluate risk across the organization and create monitoring and mitigation strategies.

Attract, recruit, and retain a superior and aggressive engineering and program management workforce.

Represent the company with government and commercial clients.

Creates organization resilience and value creation.

Ensures all deliverables are met with excellent engineering and programmatic performance.

Solely responsible for the successful execution of current programs and working with the Chief Technology Officer to build their successor program.

Establish program cyber security and Software DevSecOps in accordance with industry standards and government requirements.

Participate in expansion activities (investments, acquisitions, corporate alliances etc.)

Serve as the company Safety and Environmental Officer, being responsible for company safety programs, processes, procedures, training, data collection and reporting. In this capacity, the COO is responsible for compliance to all state and federal statutory and regulatory requirements pertaining to safety and environmental.

Provide the CTO and Capture Managers with proposal designs, estimates, technical/program management proposal writeups, in support of proposal development and submission.

Completes other duties and projects as assigned.

Required Education, Experience, and Skills:

Minimum BA/BS with at least 10 years experience in senior program management of government programs and experience in executing innovative research and development programs.

Have demonstrated knowledge and experience operating under Department of Defense Acquisition Regulations (DoDinst 5000.02); Federal Acquisition regulations; Defense Federal Acquisition Regulations; Earned Value Management System (EVMS) in accordance with ANSI/EIA-748

Proven experience as a Chief Operating Officer or in a senior leadership position with cross functional responsibilities and direct reports.

Have managerial and operational experience with environmental safety and health programs executions and compliance.

Demonstrated competency in strategic planning and capturing follow-on work.

Outstanding organizational and leadership abilities.

Exceptional written, verbal, interpersonal, and public speaking in the primary language in the workplace.

Aptitude in decision-making and problem-solving.

Must be highly organized to work on multiple projects and meet tight deadlines.

Has a sense of ownership and pride in performance and its impact on the company’s success.

Ability to self-motivate and motivate others.

Has the ability to exhibit professionalism, tact, and patience when communicating with others.

Desired Specific Job Knowledge, Skills and Abilities:

Master’s degree in business, accounting, finance, or a related field required

Defense Acquisition Workforce Improvement Act (DAWAI) Level III Certification in Program Management, Engineering and Technical Management, or Contracting.

Project Manager Professional (PMP) Certification
