Capital Planning & Projects Manager - Facility Operations

Job Overview:The Capital Planning & Projects Manager will oversee and support various aspects of capital projects, working closely with internal and external stakeholders, library leadership, and consultants. As a member of Senior Leadership, this role involves managing project operations, including procurement, design coordination, and the execution of the Library's Facility Master Plan (FMP). The Capital Planning & Projects Manager will also handle facility-related grants, maintain adherence to design standards, and ensure proper documentation and communication throughout project lifecycles.

DUTIES:

Leads and manages assigned staff, providing guidance and support to ensure high performance, professional growth, and a collaborative work environment.Leads capital projects from concept to completion, coordinating with multi-disciplinary teams, facilitating meetings, and developing schedules.Creates, maintains, and tracks project plans, budgets, and timelines.Leads decision making on interior design specifications.Communicates and coordinates project scope, budgets, schedules, and constraints to end users and leadership.Manages project operations, including staff coordination and overall project execution.Supports the bidding and procurement process, ensuring compliance with public bidding requirements.Serves as the primary contact for contractors and coordinates delivery, installation, and warranty processes.Supervises and maintains design standards for both large construction projects and branch refreshes, ensuring compliance with CHPL design standards and overseeing related documentation.Provides written and verbal project status reports to senior leaders and stakeholders.Ensures inclusion of required documentation in the Project Specification Manual.Oversees project management tools and processes, including requests for information, submittals, punch lists, and project closeout.Directs and collaborates with contractors, architects, engineers, and other professionals to resolve issues and maintain current "As built" drawings.Facilitates project transitions between functional groups and project phases.Manages capital project grants and related improvement initiatives.Liaises with branch managers and purchasing for smaller orders.Updates Facility Master Plan (FMP) and provides content for communication, including webpage.QUALIFICATIONS:

Bachelor's degree in Construction Management, Project Management, Design or related field.Minimum of 5 years of experience in construction, project management or design.Must possess a valid driver's license and maintain a driving record that is acceptable to the Library's insurance provider.PREFERRED EXPERIENCE:

Master's degree or relevant certifications preferred.Experience in a public sector preferred.

POSITION:Full-time

HOURS:40 hours per week

SALARY:Grade 12: $82,929.60 - $103,667.20 annually
