Position Information
The purpose of this classification is to enforce County codes, ordinances, or other laws relating to environmental protection or other area of assignment.
Job Summary
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Interprets, explains, and enforces the provisions of County codes/ordinances or other applicable federal, state, and local codes, laws, rules, regulations, specifications, standards, policies and procedures; researches code-related issues as needed; initiates any actions necessary to correct deviations or violations.
Provides information and assistance concerning codes/ordinances, code interpretation, code compliance, and related issues; discusses violations and problem areas with property owners, developers, contractors, engineers, or other individuals; recommends solutions to problems; responds to questions or complaints concerning violations.
Patrols county areas and inspects various sites to determine compliance with codes/ordinances relating to environmental protection, solid waste disposal, illegal dumping, scrap tires, or other code enforcement issues; responds to crime scenes and to complaints of potential code violations.
Enforces solid waste/illegal dumping ordinance and resolves issues involving illegal dumping; follows up on illegal dumping complaints to ensure compliance.
Conducts research and provides confirmation of zoning conditions as adopted by the Board of Commissioners.
Conducts investigations; conducts site visits, collects information, and gathers evidence; interviews witnesses, complainants, offenders, or other individuals regarding complaints or violations; makes photographic or video records of inspection sites.
Identifies code violations, deficiencies, or other areas of non-compliance; issues warnings, stop work orders, and/or citations as appropriate; performs follow-up site visits to determine whether properties have come into compliance.
Participates in court activities to pursue legal action against violators; prepares case documentation for prosecution of cases in court; attends court and testifies in court proceedings.
Maintains records of code enforcement activities; prepares quarterly work plans; maintains database records of complaints, or other work activities;
Prepares or completes various forms, reports, correspondence, work plans, illegal dumping records, case files, warning notices, stop work orders and/or citations, or other documents.
Receives various forms, reports, correspondence, complaints, photographs, work plans, maps, site plans, codes, ordinances, law books, manuals, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.
Operates a computer to enter, retrieve, review or modify data; verifies accuracy of entered data and makes corrections; utilizes word processing, spreadsheet, database, or other computer programs.
Communicates with supervisor, employees, other departments, law enforcement agencies, court officials, attorneys, Environmental Protection Department, landfill operators, developers, contractors, engineers, property owners, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
Maintains a comprehensive, current knowledge of applicable laws/regulations; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.
Conducts site visits and investigates for compliance of conditions of zoning; identifies violations, deficiencies, or other areas of non-compliance; issues warnings, stop work orders, and/or citations as appropriate; performs follow-up site visits to determine whether properties have come into compliance.
Conducts site visits and investigates for compliance with the Permitted Uses and dimensional requirements of the Unified Development Code of Forsyth County; identifies violations, deficiencies, or other areas of non-compliance; issues warnings, stop work orders, and/or citations as appropriate; performs follow-up site visits to determine whether properties have come into compliance.
Conducts site visits and investigates for compliance with various regulations regarding the erection, maintenance and installation of signage in Forsyth County; identifies violations, deficiencies, or other areas of non-compliance; issues warnings, stop work orders, and/or citations as appropriate; performs follow-up site visits to determine whether properties have come into compliance.
Conducts site visits and investigates for compliance with the Business License regulations of Forsyth County; identifies violations, deficiencies, or other areas of non-compliance; issues citations as appropriate; performs follow-up site visits to determine whether properties have come into compliance.
Conducts site visits and investigates for compliance with regulations relating to licenses and permits for Home Occupations and Home Offices in Forsyth County; identifies violations, deficiencies, or other areas of non-compliance; issues citations as appropriate; performs follow-up site visits to determine whether properties have come into compliance.
Investigates businesses operating in the County without a business license or without registering an out of County business with the County; investigates businesses whose license have expired to determine if business is operating without a license or has closed and initiates appropriate action.
Assignment to Environmental & Landfill Ordinance Enforcement may include the following additional duties:
Conducts landfill site inspections of landfill operations at random hours, on random days, monitoring compliance of local, state, federal, and environmental regulations; identifies violations, deficiencies, or other areas of non-compliance; issues warnings or citations as appropriate; performs follow-up site visits to determine whether properties have come into compliance.
Conducts landfill site visits monitoring regulatory compliance measures relating to odor control of landfills; inspects to ensure implementation of applicable measures, and the effectiveness of applied measures such as daily landfill dirt/soil cover, deodorized air misting, or other measures as applicable; identifies violations, deficiencies, or other areas of non-compliance; issues warnings or citations as appropriate; performs follow-up site visits to determine whether properties have come into compliance.
Randomly inspects large equipment and trucks departing landfills to assure the vehicle is free of dirt, mud, litter, or other particulate matter that can impair the public roads; identifies violations, deficiencies, or other areas of non-compliance; issues warnings or citations as appropriate.
Monitors general landfill operation via video feed and touring landfill sites to assure operating procedures are followed in compliance with applicable local, state, federal and environmental regulations. Monitors video feed to ensure video is current and functioning.
Reports all violations to Code Enforcement supervisor and the Forsyth County Environmental Scientist; collaborates with the Environmental Scientist to assure corrective actions are implemented and followed.
May require weekend, after hour, or an alternated working schedule to effectively monitor landfill sites.
Experience in landfill or solid waste operations preferred.
ADDITIONAL FUNCTIONS
Operates a motor vehicle to conduct work activities.
This classification is designated as a safety sensitive position which is subject to random drug and alcohol testing and any other drug testing methods as stated in policies adopted by Forsyth County concerning drug and alcohol.
Performs general/clerical tasks, which may include answering telephone calls, making copies, sending/receiving faxes, filing documentation, or processing incoming/outgoing mail.
Provides assistance to other employees or departments as needed.
Performs other related duties as required.
Minimum Qualifications
High school diploma or GED; supplemented by one (1) year previous experience and/or training involving code enforcement or law enforcement; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid Georgia driver's license.
