Head of Public PolicyLocation: Washington, DCThe Head of Public Policy will lead a team responsible for policy analysis and development, business impact assessment, and internal and external thought leadership on federal and state legislation and regulatory developments related to government programs in the US. The Head of Public Policy will collaborate with internal and external stakeholders to advance public policies that support GSK’s business goals and quality of care for the patients we serve.In this role the incumbent will be responsible for the following:Develops GSK’s policy agenda by working closely with the Head of Government Affairs / Public Policy / Patient Advocacy (GAPPA) and other leaders across GSK to set the strategic direction for public policy priorities that are aligned with the goals of the US organization.Presents strategic plans and regular updates to senior leaders in GSK (US President, CEO).Partners with US Market Access, Legal, and other relevant teams to outline clear GSK policy goals in the U.S.Builds and supports execution of robust policy and advocacy strategies in partnership with Federal/State Government Affairs, Patient Advocacy, and Global teams.Coordinates with Government Affairs on the environmental assessment and analysis of key policy opportunities and threats to the U.S. organization, including legislative and regulatory developments (drug pricing/IRA, Medicare, Medicaid, transparency, IP, value assessments, arrangements & frameworks, etc.).Directs the prioritization of U.S. policy goals and alignment with other functions (Business Units, Global Commercial Gov’t Affairs, Regulatory, R&D) to ensure identification of policies to enhance patient access and public health.Leads the development of U.S. policy positions, ensuring consistency across the business units and a connection to Global.Manages a team of nine Subject Matter Experts (SMEs) dedicated to the development and execution of our public policy strategy to build internal business acumen and inform strategic plans for the commercial, policy, and R&D organizations.Develops and leads GSK engagement with key Executive Branch agencies, including CMS, CDC, and HRSA.Manages all relevant GSK policy with significant US trade organizations (PhRMA) and relationships with national policy organizations.Oversee a budget for consulting services, data purchases, sponsorships, and memberships.Serves as a key member of the GAPPA Leadership Team.As a leader you will be accountable for your direct reports:Set clear direction for your direct reports aligned with organizational objectives.Reprioritize work, as needed, while acting with a sense of urgency. Enable others to do their job well by communicating information and making decisions in a clear, timely manner.Develop key performance metrics to ensure they are consistent with the overall plans for the function and that these metrics promote cohesive and integrated planning within the Policy team, across GAPPA and U.S. Commercial.Directs the preparation and management of the operating budget, focusing on driving value, improving quality, enhancing efficiency, and applying good stewardship to operating costs.Achieve results with and through others.Establishes and maintains effective communication within the team and across Gov’t Affairs and U.S. Commercial.Provide direct reports with appropriate coaching, mentoring and development.Demonstrate effective working relationships both within and outside of the team. Actively lead across the business matrix through partnership and collaboration.Basic Qualifications:Master’s Degree in Health Policy, Public Health, Public Affairs, or related discipline.10+ years’ experience in Health Policy, Public Programs (Medicare, Medicaid) and/or Government; Payer/Commercial Expertise.5+ years’ people management experience.Preferred Qualifications:In-depth understanding of laws and regulatory guidance and rules.Expressed ability to identify and communicate implications of policies to the business to inform commercial strategy and define policy goals.In depth knowledge of US biopharmaceutical market, Government programs (Medicare, Medicaid), healthcare reform, pricing and reimbursement, and engagement with advocacy organizations and government agencies.Demonstrated ability to work across boundaries to achieve high quality results.
