It includes two new high-capacity tubes for electrified passenger trains, new roadway and railroad bridges, new rail systems and track, and a new ADA-accessible West Baltimore MARC station. Under the direction of the Senior Director - FDT Package A Tunnels, the Director Capital Construction (DCC) - FDT Package A Tunnels, will be responsible to oversee a multi-disciplinary team of design, program and construction management personnel to ensure delivery of the FDT Package A Tunnels construction package consistent with Amtrak's Capital Delivery goals of safe, on-time and on budget project delivery.ESSENTIAL FUNCTIONS:Develops and implements project plans, schedules and budgets consistent with operational and stakeholders needs.Coordinates construction planning and phasing between their contract(s) and adjacent or coordinating contract(s), utility work, etc.Constructability review, working collaboratively with contractor(s) and designer(s) to optimize the design.Manages and monitors project cost and schedules, report progress. Maintain, adjust and update project plans, as needed. Consolidate, communicate and manage all issues and risks affecting the project, and ensure the timely communication of project status to project participants and stakeholders.Ensures project progress by measuring the variance in scope, schedule, cost and quality from the respective baselines and takes necessary action to address deviations.Use advanced knowledge of project management processes and controls to accomplish project objectives by planning and evaluating project activities.Identify, document and leads the evaluation of changes based on cost, schedule, risk and scope impacts.Establish collaborative partnership among stakeholders to enable scoping, financial and resource decisions.Maintains a teamwork environment within all peers. Attends and participates in professional group meetings stays abreast of new trends and innovations in the field of project management.Other duties as assigned.MINIMUM QUALIFICATIONS:Bachelor's degree with a minimum of 11 years or more of relevant work experience or any equivalent combination of education and experience.Experience leading the development and/or delivery of heavy civil infrastructure projects.Mastery level with project management core competencies.Proficiency with federal competitive procurement processes and regulations.Strong analytical and creative problem-solving skills, with strong focus on collaboration, team building, and customer service.Excellent listening, interpersonal, written, and oral communication skills.Ability to work independently, effectively prioritize and execute tasks while under pressure.Proficiency in Microsoft Office Suite (Word, Excel, Visio, PowerPoint, MS Project).Must have work authorization in the United States.PREFERRED QUALIFICATIONS:Graduate degree in Business, Engineering or Construction Management.Construction Manager At-Risk (CMAR) or other alternative delivery contracting experience.PMP Certification in good standing Preferred.WORK ENVIRONMENT:Field and office environments.Project is in Baltimore, MD.Ability to work under pressure.Occasional travel as needed.COMMUNICATIONS AND INTERPERSONAL SKILLS:Must have excellent oral and written communication skills.The salary/hourly range is $163,000-$211,140. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Amtrak may offer additional incentive and pay programs to recognize and reward our employees.Amtrak is committed to a safe workplace free of drugs and alcohol.
