Together, we are building a better world.This position is responsible for the strategy and daily operations of the PAC and grassroots activities.In addition, the position collaborates with legal and government affairs on the oversight of the legal and regulatory compliance for the CATPAC political engagement activities including leadership for all internal and external audits. The Manager will also engage in direct lobbying on key policy issues to support Caterpillar’s trade and industry association activities in Congress and play a key role in the development of the Caterpillar Lobbying Report.What You Will Do:Political Action CommitteeDesign and implement a sustainable PAC strategic plan to align with the proactive public policy strategy to support business objectives.Oversee the PAC Administrator in the day-to-day operation to ensure continued PAC education and recruitment efforts.Develop and implement CATPAC marketing and solicitation programs to secure new members, retain existing ones, and increase average contributions.Draft solicitation communications, including presentations, senior leadership materials, recruitment messaging, website content, invitations, talking points and other materials.Lead CATPAC fundraising and recruitment efforts - based on yearly goals set by the Senior Vice President, Global Government and Corporate Affairs.Lead PAC Champion recruitment, training, and engagement.Disburse more than $1.5M a cycle in PAC funds to state and federal candidates.Partner with the federal and state government affairs teams to draft a disbursements budget, identify political opportunities and implement a plan to support the federal and state team strategies.Manage the CATPAC Steering Committee, by-laws, regular audit processes, internal procedures, and other governance matters to ensure sound practices.Serve as PAC Assistant Treasurer and manage outside vendors to prepare timely and accurate reports to the Federal Election Commission and state election commissions.Communicate effectively and continually with contributors, the business, the Steering Committee and PAC Champions to advance the PAC and government affairs strategies.Direct the PAC charitable matching gifts program – PACMATCH.LobbyingSupport federal affairs strategy and team to develop relationships and serve as a liaison with Congress, the Administration, coalitions and industry associations.Proactively represent CATPAC and Caterpillar before elected officials and candidates for office.Grassroots and Facility VisitsDirect the development and deployment of an innovative grassroots education and engagement strategy.Oversee the production of timely and relevant communications on key public policy issues.Develop, guide and execute grasstops and employee, dealer and supplier grassroots mobilizations.Boost employee political engagement through “Get Out the Vote” initiatives.Preemptively engage company leaders, facility managers and PAC supporters in outreach and relationship-building.Plan and support visits by elected officials and candidates to business sites.Corporate Political DisclosuresResponsible for political spending data collection and analysis.Draft corporate political disclosures and responses.Track emerging disclosure related trends to advise on Caterpillar’s strategic approach.Assess, secure and expand use of data and make recommendations related to corporate political disclosure reporting.What You Have:Bachelor's degree plus 10-12 years of progressive experience.Proven experience in managing and growing a corporate or large trade association PAC.Previous governmental and lobbying experience.Strong written and oral communications skills.Extensive knowledge of PAC management and advocacy programs.Ability to manage and work in a team environment on multiple projects.Self-starter with a bias for action.Ability to occasionally travel domestically.Additional Info:The primary location for this position is Washington D.C.Domestic relocation assistance is available for those who qualify.Sponsorship is
