Accountant - Payroll

Performs a variety of accounting and auditing tasks specific to the payroll function. Maintains payroll related accounts and is responsible for the reconciliation and accuracy of one or more payroll accounts within a complex payroll system. Prepares and produces Baltimore City Public Schools' (City Schools) payroll. Creates and maintains payroll data, reports, and files. Ensures accuracy of uploaded payroll files for processing.
Essential Functions
Reviews, reconciles and audits payroll and related special payments records.
Reviews payroll expenditures reports and disbursements to general and subsidiary ledgers and journals. Works with budget and finance staff to resolve problems or discrepancies.
Reconciles and balances leave accounts to ensure accuracy.
Researches payroll files and data and writes special and recurring payroll statements and reports.
Collects and compiles payroll data and certifies payrolls.
Processes employee benefits calculations and third-party reporting, including deferred compensation - IRS Section 403(b), insurances, etc.
Supervises the provision of adjusting journal entries and the immediate correction of errors and resolution of payroll inquiries.
Supervises payroll reporting for wage attachments including, federal and state tax levies, bankruptcy orders, child support/family court orders, garnishments, and Consumer Protection Act requirements.
Pre-balances payroll and inputs payroll data. Reconciles and proofs payroll output. Advises supervisor of input errors and, where appropriate resolves errors.
Assist management with the preparation of quarterly and year-end reporting, including W-2, W-2C, W-3,941, tax deposits and internal and external audits.
Monitors changes in laws and regulations pertaining to payroll which require City Schools' policy changes and notifies management staff.
Maintains frequent contact with Finance, Human Capital and ITD staff and all external vendors.
Recommends changes in payroll policies and procedures.
Maintains awareness of current rules and regulations pertaining to payroll and ensures the timeliness and accuracy of payroll, voluntary and involuntary payments.
Provides appropriate supervision, mentoring, and professional growth and development opportunities to assigned staff. Such responsibilities include staff performance reviews and the development and implementation of professional growth plans to include keeping abreast of current developments, literature, and technical sources of information.
Performs and promotes all activities in compliance with equal employment and nondiscrimination policies; follows federal laws, state laws, school board's policies, and the professional standards.

Administers and interprets all policies and procedures for enforcement of provisions of all 403(b).

Supervises, mentors, and provides professional growth and development opportunities to assigned staff.

Desired Qualifications
Associate's degree in accounting, business administration or related field. Bachelor's degree preferred. Degree must be from an accredited college or institution.
Five years of related payroll experience.
Two years of supervisory/administrative/leadership experience including maintenance of payroll system records and reporting processes.
Fundamental Payroll Certification (FPC) status with The American Payroll Association (APA) desired.
Knowledge of union and non-union payroll processing, reporting requirements, operations, and records retention, and associated reporting requirements.
Knowledge of the Federal Reserve direct deposit system and National Automated Clearing House Association formats and procedures.
Experience with financial applications such as Oracle or a similar ERP system.
Knowledge of payroll accounting and routine auditing practices and procedures.
Knowledge of federal, state, and local reporting requirements, wage and hour laws, including Fair Labor Standard Act, minimum wage, and child labor.
Strong analytical skills
Excellent verbal and written communication skills to present payroll, accounting, and financial information in a clear and concise manner.
Proficient in the use of computer applications including Microsoft Office, particularly Excel, Word, PowerPoint and Access.
