SituationalDescription of Position:
Serves as the Chief of Staff for the Forces Development and Training Directorate (J7). Responsible for administrative, personnel, resource, and task-management functions of the Directorate. Directly supervises two civilians and two military assigned to the Front Office. Manages over 20 Military, 50 Civilian, and 45 contractor team members assigned to the Directorate.Position Duties/Responsibilities:Plans, organizes, and directs the activities for the Forces Development and Training Directorate while ensuring the organization complies with legal and regulatory requirements. Develops goals and objectives that integrate organizational and staff objectives to include Space regulations, publications, and instructions establishing Joint policies and procedures governing Space Training and Force Development.Routinely represents and maintains USSPACECOM executive-level relationships with The Joint Staff, Office of the Secretary of Defense, Interagency, Coalition, and Academic / Industry colleagues to actualize Space Training, Education, Exercises, Concepts, Wargames, and Experiments and provides decision-quality training, education, and force development proposals for senior leaders.Accountable for the conduct of daily business operations, organizational policy, task assignment/approval/direction, resource management, special projects, and directorate manpower, financial, and resource allocations. Implements and directs business rules and best practices to ensure effective and efficient use of directorate resources.Key Skills & Abilities:Mastery knowledge of DOD, Joint Staff, and Command standards and policies for joint Training, Exercise, and Wargaming systems and in-depth knowledge of DOD, Service, Agency, and Command interrelationships.Mastery knowledge of large, complex organizations that provide component, space operations, command and control support, mission support, base infrastructure, and other factors critical to combatant command operations within the homeland and abroad.Mastery knowledge of Joint Training, Education, Exercise, Wargame, and Experimentation (JTEEWE) program goals and objectives, sequencing and timing of key operational events and milestones, methods of evaluating the effectiveness of planning and operations with respect to JTEEWE, and developing JTEEWE amendments to ensure effective execution of space operations. Working knowledge of the JTEEP/WIF funding is helpful.Ability to analyze, plan, organize, and direct the functions of, and mentor, motivate, and appraise staff of a large organization through subordinate supervisors, to meet program objectives within available resources, while accomplishing work through tactful interpersonal relations and manage/resolve conflicts harmoniously to achieve stated goals and desired results.Qualification Requirements:Experience at the next lower broadband/grade level (or equivalent) in performing the major duties of the position listed above.An advanced Degree(s) such as a Masters or Ph.D. is highly desired.Previous experience at a Combatant Command and/or Service/The Joint Staff/OSD-level staff is highly desired.Certifications: N/AConditions of Employment:Must be a U.S. CitizenMust be able to obtain and maintain a Top Secret/SCI Security ClearancePosition requires drug testingOccasional travel away from regular duty location may be required.May be required to work irregular duty hours including evenings, weekends, and/or holidays.The federal government offers a number of exceptional benefits to it's employees.
