1 Digital Advocacy and Coalition Specialist Democracy International (DI) is seeking to hire a
Digital Advocacy and Coalition Specialist
for the anticipated five-year Advancing Digital Democracy (ADD) Program funded by USAID. The goal of the Program is to foster and strengthen "digital democracies" by promoting open, secure, safe and inclusive digital ecosystems in which data-driven technologies advance, rather than undermine, democratic values and respect for human rights, including the rights of women, LGBTQI+ and other marginalized populations. The Program will support USAID partners in addressing and/or building resilience to digital repression and supporting rights-respecting digital transformation and growth of the digital economy.
This will be a full-time, key personnel senior position based in Washington, DC and
will be contingent on award and funding. The Digital Advocacy and Coalition Specialist will play a pivotal role in fostering collaboration among civil society organizations, human rights defenders, activists, academia, and journalists as well as with and within multi-stakeholder platforms to promote rights-based digital transformation and strengthen democratic digital governance. This position will also support the design, development, and execution of the ADD Academy by organizing training opportunities, building coalitions, and connecting stakeholders with international platforms. The role will emphasize activities that support multi-stakeholder coalitions that empower civic actors to participate meaningfully in digital transformation and innovation. The position’s
responsibilities
will include: Foster and support multi-stakeholder coalitions across government, civil society, and the private sector to promote open, rights-respecting digital ecosystems. Support the implementation of the ADD Academy for local stakeholders and coordinate opportunities for international networking and collaboration. Provide strategic technical assistance to CSOs, human rights defenders, and other civic actors to strengthen their capacity for advocacy, digital governance implementation, and influence over policy reforms. Facilitate cross-sector dialogues within ADD coalitions, ensuring alignment among stakeholders on shared digital priorities and managing competing objectives to achieve consensus. Build relationships across sectors to ensure meaningful engagement in multi-stakeholder platforms focused on advancing democratic practices with and through technology. Support efforts to link local stakeholders with international coalitions, standards bodies, and global multilateral institutions to strengthen local capacity and influence digital governance frameworks. Administrative
Identify risks to the safety and security of participating civil society actors and implement strategies to mitigate these risks, including rapid response mechanisms for civic actors facing threats. Support the development and delivery of work plans, MEL frameworks, and reports related to the ADD Academy and other Objective 3 activities. Secondary Job Duties:
Contribute to ongoing Democracy International business development efforts around the world. Qualifications:
Bachelor’s degree with at least ten (10) years of experience (USAID-funded activities preferred) or a Master’s/Ph.D. with at least seven (7) years of relevant experience in multi-stakeholder coalition building, civil society engagement, and/or digital rights advocacy. Demonstrated experience working with civil society, human rights defenders, activists, academia, and journalists to advance rights-based digital transformation. Experience with digital governance, human rights protection, or civic technology initiatives within the public or private sectors. Knowledge of key sectors such as digital governance, cybersecurity, telecommunications, and emerging technologies. Ability to travel globally. Reporting:
