Job Description:
The SQL Developer/Analyst (Systems Analyst V) performs senior-level advanced functional and technical computer analysis work. Work is performed with minimal supervision and considerable latitude for the use of initiative and independent judgment and some delegated authority in carrying out the job functions and the mission of HHSC to improve existing systems. The Analyst performs highly technical duties involving the development of information systems and technology solutions.
Duties include: Analysis of user requirements, planning, and development of automated processes. Participates in complex information systems projects. Provides technical guidance to business areas. Extracts data from Oracle databases using a combination of SQL and ETL (Extract, Transfer, and Load) technologies. Uses Microsoft Office or other tools to create reports for end users. Creates and/or modifies complex stored procedures using PL SQL. Creates system documentation and status reports. Keeps professional skills updated and consistent with information technology trends. Coordinates activities with customers and other internal and external Information Technology (IT) functional areas. Provides 24/7 on call support in response to job failures and other technical issues on a rotating basis and may be called as needed for SME (subject matter expert) issues. The Analyst works as required with all IT Technical Teams, customers, other IT functional areas, and other state agencies and federal oversight entities.

Essential Job Functions: Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. Monitors, maintains, and provides support for Financials Data Warehouse (FDW) processes, systems and interfaces - including but not limited to Admin Apps Provider Payment Systems, CAPPS Financial imports and interfaces, custom Financial and HR tables and views. Supports MIMS (Materials and Inventory Management System) interfaces and provides backup support for Lawson application. Assists in setting up and monitoring batch schedules for aforementioned processes, systems and interfaces. Writes, debugs, and maintains highly complex PL SQL Stored Procedures and shell scripts. Creates, debugs, and maintains Informatica Powermart ETL's (Extract, Transform, Load). (40%) Produces technical analysis and solutions for FDW systems that ensure consistency with HHSC IT standards, State of Texas ERP standards, and existing HHSC strategies and projects in accordance with established standards, policies and procedures. Participates in application design sessions. Develops technical analyses and produces expected deliverables by established due dates. Coordinates technical solutions that meet immediate needs and provide for HHSC agency's long-term goals. (20%) Produces documentation that ensures consistency with HHSC IT standards and State of Texas ERP standards. Develops work plans and coordinates with Health and Human Services (HHSC) enterprise organization to produce technical solutions and work products in accordance with state statutes and legislative mandates. Develops technical documentation for internal IT staff or external customers. Coordinates development and/or review of functional documentation for customers as it relates to a technical solution developed. (20%) Undertakes knowledge transfer to colleagues of Financials Data Warehouse technical analysis/ development skills. Performs mentoring and produces documentation that results in knowledge transfer to other technical analysts within the FDW team to aid in the development of their technical skills. (10%) Develops and provides routine status reports to Product Support Data Services Manager in accordance with established standards, policies and procedures. (10%)

Knowledge of Agile software development processes. Skilled in writing complex SQL. Skilled in query design, development, testing, and tuning. Skilled in oral and written communications that convey technical analysis and data results in common business terms that management, executive, and non-technical customers can understand. Skilled in use of Microsoft Office or equivalent tools. Ability to troubleshoot and problem solve advanced technical issues in a complex system environment. Ability to effectively train and mentor other team members. Ability to provide excellent customer service. Ability to develop technical reports, develop work plans, track progress, and provide oral and written status reports. Ability to be flexible and handle multiple priorities.
Registration or Licensure Requirements:
Initial Selection Criteria: Graduation from a four-year college or university with a degree in information systems, computer science, data processing, business, or related field. One year of appropriate experience may be substituted for the required education on a year-for-year basis. Minimum of five (5) years of experience in information technology. Minimum of three (3) years of experience in a role as a functional or technical analyst or programmer. Minimum of three (3) years of experience with SQL. Preferred Experience: Experience working with Texas state government processes, policies and procedures, or other Texas state agencies and institutions of higher education. Experience working with PeopleSoft Financial and/or HR/HCM (Human Capital Management) data elements. Experience working with Oracle. Experience working with data sets in an enterprise database environment. Experience supporting implementations and/or ongoing operations. Experience in extracting data from Oracle databases using a combination of SQL and ETL (Extract, Transfer, and Load) technology, and producing reports using Microsoft Office applications for end users. Experience with a data warehouse environment. Experience with shell scripting. Experience with FTP (File Transfer Protocol) processes. Expert knowledge of Microsoft Access.
