Nature of Work

This is very responsible accounting and administrative work involving responsibility for all payroll processes and related operations for the Maury County School System certified employees and substitutes. Activities associated with the job include preparing and processing payrolls for professional employees, processing and paying payroll taxes in a timely manner and preparing and processing the Empower and TCRS/Concord files and payments. Additional activities include processing employment security payments, processing new employees and entering them into the Skyward payroll system and balancing the account analysis on all payroll related accounts. The incumbent also calculates teacher pay based upon years of experience and degrees obtained and maintains spreadsheets to monitor all supplements paid to employees in addition to the regular salaries on an annual basis. Job related duties require thorough knowledge of the processes associated with payroll operations, thorough experience performing accounting and administrative functions utilizing computerized software applications, strong interpersonal, organizational and decision making skills, dedicated attention to detail, the ability to effectively prioritize daily, weekly and monthly activities and consistently meet established deadlines and reporting requirements. Job performance is evaluated by the Finance Director through review of the accuracy, thoroughness and timeliness of all payroll activities and transactions, knowledge of the laws, regulations and reporting requirements associated with employee payroll processes, organizational, interpersonal skills and decision making skills and ability to consistently meet all deadlines and reporting requirements. Job duties are also subject to audit by the State of Tennessee.

Illustrative Examples of Work

-Prepares and processes semi-monthly payrolls for certified and substitute employees for the Board of Education.-Prepares, processes and pays payroll taxes in a timely manner.-Prepares and processes child support and garnishment payments.-Prepares and processes the TCRS/Concord file and payment.-Prepares and processes 941 quarterly taxes and employment security payments.-Processes new employees, enters them into Skyward and adds them to the budget spreadsheet.-Processes any payroll changes from employment status change forms in Skyward and on budget spreadsheets.-Balances the account analysis on all payroll related accounts, reconciles receipts with the Trustee and closes all funds on the Board of Education side.-Reconciles the County Government bank statements on a monthly basis and maintains reconciled and un-reconciled checks in Skyward.-Maintains spreadsheets for health, dental, and vision insurance and USAble products to assist with the reconciliation of monthly invoices.-Balances liability accounts to ensure that balances or deficits can be explained and /or collected.-Prepares required documentation for Workers Compensation audits.-Enters revenue receipts and any journal entries or budget amendments as needed.-Enters new budget salaries for professional and substitute employees into the Skyward system.-Assists auditors from the State Comptroller's Office during annual audits and completes year end closings including all ACA reporting and W2 reporting procedures.-Creates pay schedules for the upcoming school year and sends to all departments.-Trains new payroll clerks in properly completing time and leave sheets including all required reports.-Compiles information and prepares Tennessee Department of Labor and wage statements on employees.-Maintains confidential employee information and files and updates as necessary.-Assists with unemployment audits and verification of employment forms for employees.-Prepares for year-end by compiling information and preparing W-2's for all current employees and those terminated during the calendar year.-Determines priorities for daily activities to meet established deadlines and complete all job tasks and assignments.-Assists with finance department operations by answering the phones, backing up computer data, delivering checks, issuing purchase orders, opening and sorting mail, and assisting other office personnel when necessary.-Performs related duties as required.

Necessary Requirements of Work

Graduation from an accredited four year high school supplemented with additional course work in bookkeeping, accounting or related field; thorough experience in governmental accounting; strong organizational, interpersonal and decision making skills; dedicated attention to detail; considerable experience working with computerized accounting software applications; thorough knowledge of employee payroll processes and procedures; or any combination of education and/or experience to provide the following knowledge, abilities, and skills:

-Thorough knowledge of payroll processes and procedures including all federal, state, and local taxes, employee benefits, allowable deductions, etc.-Thorough knowledge of Maury County Personnel Policies and Procedures.-Thorough knowledge of payroll tax structures, allowable exemptions, and withholding tables for various payroll schedules.-Considerable knowledge of federal and state laws and regulations pertaining to employment and labor relations including EEOC, OSHA, FLSA, FMLA, etc.-Considerable knowledge of Maury County Finance Department operations including fund accounting, payroll accounts and employee benefits.-Considerable knowledge of federal, state, and local government accounting practices and procedures (including GAAP accounting guidelines).-Considerable knowledge of computerized accounting programs including data base management, word processing and spreadsheet applications-Considerable knowledge of the structure and financial interface of Maury County Government offices and departments.-Considerable knowledge of auditing procedures and protocols.-Ability to effectively prioritize daily, weekly, and monthly activities to meet all established deadlines and reporting requirements.-Ability to maintain all work related documents, ledgers, and records in an organized, confidential and accessible manner.-Ability to maintain detailed records of all monetary and personnel related transactions.-Ability to manage multiple tasks and assignments in an organized and efficient manner.-Ability to interact in a considerate, tactful, and professional manner with co-workers, local officials, and the public.-Skill in the use of contemporary office equipment including calculators, FAX machines, copiers, computer terminals, and multi-line phone systems.-Skill in the use and application of proprietary accounting software programs (Skyward, Concord & Empower) and commonly utilized software programs including data base management, word processing, and spreadsheet applications.

Physical Requirements

-This is light to medium work requiring moderate static, explosive, dynamic and trunk strength and requiring the exertion of up to 40 pounds of force occasionally and up to 5 pounds of force frequently to move objects-Work requires considerable flexibility, mobility and speed of limb movement-Work requires moderate effort and stamina-Work requires both gross body equilibrium and coordination for balancing, bending, stooping, kneeling and walking-Work requires arm/ hand steadiness and manual and finger dexterity-Vocal communication is required for expressing or exchanging ideas by means of the spoken word-Hearing is required to perceive information in both quiet and noisy environments and determine the direction of sounds-Visual acuity is required for the operation of office equipment, determining the accuracy and thoroughness of work, color differentiation, and observing general surroundings and activities-The worker is subject to inside and occasional outside environmental conditions
