The Technical Support Specialist works onsite Navy Warfare Development Center, Norfolk Naval Station supporting Maritime Operation Center Exercise Support Team (MOC-EST) and Naval Surface Warfare Center- Corona (NSWC-Corona) in providing Navy LVC training throughout all assigned Areas of Responsibility (AORs). The person assists with the planning, design, and execution of Operational-level Fleet Synthetic Training (FST-O) events for Fleet and task force staffs, to include assigned reserve personnel. The position also supports on-site and distributed training events at other Norfolk VA sites, as directed. The Specialist position requires interaction with Military, Government and Contractor Leadership. Communication skills are required. The position requires flexibility to work non-standard work hours and work weeks of more than 40 hours to meet business, customer, and contractual requirements. The Specialist shall: Assists personnel in travel approvals, expense reporting, and time cards. Assists in analyzing data and making recommendations to program management. Assists with using quantitative analytical techniques to assess program process issues and develop risk reduction/mitigation approaches for improving program planning, control, and execution. Represents the department on administrative matters both internally and externally. Maintains records, information, data and statistic on department activities and may monitor project schedules for management. Use Confluence and JIRA tools on the NCTE website to share event schedules and documents. Identify, document, report, and track issues, while keeping appropriate NCTE personnel, NSWC- Corona, MOC-EST leadership, and other stakeholders informed of status. Advises managers and staff on proper procedures and policies. Gathers data and maintains spreadsheets and databases and produces reports. Drafts correspondence and prepares presentations. Adheres to administrative procedures and makes recommendations to improve efficiency. Customer Responsibilities Provide Expert level of support for multiple NSWC Corona sites supporting MOC-EST. Expected to use NCTE expertise to improve coordination to best achieve event success and minimize costs. Essential Job Responsibilities Oversees and manages the operational aspects of ongoing projects and serves as liaison between project management and planning, project team, and line management. Reviews status of projects and budgets; manages schedules and prepares status reports. Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives. Develops mechanisms for monitoring project progress and for intervention and problem solving with project managers, line managers, and clients. Minimum Qualifications 3 years relevant experience with Bachelors in related field OR 1 year relevant experience with Masters in related field OR High School Diploma or equivalent and 7 years relevant experience. Experience with Atlassian tools (JIRA and Confluence), Sharepoint, or similar. Excellent oral, written, and interpersonal communication skills. Proficient MS Office skills. US Citizen. Current Secret clearance required with ability to upgrade to US Top Secret clearance if required. Preferred Requirements Experience with administrative tasking and support. Ability to prioritize and manage tasks effectively. Ability to take direction and work tasks independently through to completion. Ability to effectively handle multiple concurrent priorities. Joint Semi-Automated Forces (JSAF) simulation and other High Level Architecture / Distributed Interactive Simulation (HLA/DIS) modeling tools. Microsoft Office Specialist (MOS) Certification desired. PMP desired. Physical Requirements Job performance will normally require only minor lifting and carrying of boxes of records or equipment.
