A Ph.D. in the above fields may substitute for two years of the specialized experience.Preferred Qualifications: A minimum of 2 years of demonstrated proficiency using analytic tools such as, but not limited to, SAS, SQL, Python, or R, Tableau, SAS BI, Power BI. Experience with machine learning and predictive analysis. Experience and/or strong understanding on data engineering processes like data infrastructure design, building data pipelines, cloud integration and computing. Experience in selecting and adapting new technologies and AI tools. Experience in public health research utilizing peer reviewed journals, large demographics and/or public health program data to analyze and interpret results and findings for drawing conclusions and making recommendations. Strong communication and interpersonal skills. Duties Description The Data Analyst 2 will be responsible for development and implementation of evaluative and analytical methods and strategies to evaluate, analyze and report vital events data for the Bureau of Vital Records. The Data Analyst 2 will supervise staff within the analytics unit, set goals, objectives, and standards to achieve established goals and assessing team activities. Responsibilities include writing advanced scripts and code for computer-based programming, statistical analysis, reporting and automating these tasks to ensure timely submission and reporting of data deliverables. The Data Analyst 2 will be responsible for generating dashboards and infographics for data visualization and assist in establishing and monitoring Key Performance Indicators (KPIs) to drive continuous quality improvements efforts. This role will collaborate with internal BVR teams, stakeholders from NYS Department of Health, Local Health Departments, and other NYS Agencies. Additionally, the Data Analyst 2 will work closely with NYS ITS teams, vendors and consultants on day-to-day program data related activities as well as data infrastructure, security, and modernization efforts. This role will also support research and data request related activities.
