Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a SUPERVISORY IT SPECIALIST (PLCYPLN) TITLE 32, Position Description Number D1563P02 and is part of the IL 183 WG, National Guard. Responsibilities As a SUPERVISORY IT SPECIALIST (PLCYPLN) TITLE 32, GS-2210-13, you will assesses and ensure compliance, supportability and planning for a wide variety of programs and operations including but not limited to maintenance, logistics plans, supply, multimedia, quality control, communications security, ground radio, telecommunications, software test analysis, all data, technical service centers, help desks, communication networks (voice and data), network control centers, plans and programs, local computer program development and computer systems operations. Major Duties - This is NOT an all-inclusive list: Manage, plan, organize, control, and direct communications activities to ensure mission accomplishment and optimum use of resources. Set policy, direct and monitor support and related programs including planning and programming, funds distribution and management, economic analysis assistance, budget administration, material management, and related activities. Plan and institute communications fiscal policies to implement federal law, higher level directives, and to provide optimum support to subordinate organizations. Analyze, evaluate, validate, and recommend approval/disapproval of requested or proposed system requirements and develop documentation used in the processing and validation of such requirements. Exercise supervisory responsibility and authority including granting leave, appraising performance, establishing performance standards, recommending promotions, and initiating disciplinary actions as needed. Develop strategies for the hiring, training, and professional development of staff communications personnel. Evaluate subordinates and recommend selections for subordinate positions. Assess the impact of changes in the local area network and coordinate with operations to ensure these changes don't exceed maintenance or unit capabilities. Ensure formulation of comprehensive training plans for each function and specialty within the logistics activity. Monitor and control the daily expenditure for material and manpower resources in accomplishment of peacetime and wartime mission goals. Ensure quality of service issues are clearly identified, prioritized and resolutions pursued for effective mission accomplishment. Use independent judgment with wide latitude in developing, consulting, coordinating, and executing programs to achieve compliance with legal and regulatory requirements and organizational goals and objectives. Maintain knowledge of emerging technologies, review technical periodicals, publications, commercial standards, and attend seminars. Requirements Conditions of Employment IAW The Fair Chance Act, Agency employees may not request criminal history information at the point of initial application, upon receipt of an application, or prior to, during or after a job interview. This is an excepted service position that requires membership in the Illinois National Guard and in the military grade listed in the announcement. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. May be required to successfully complete a trial period. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. Must be able to obtain and maintain the required security clearance; TOP SECRET. Participation in direct deposit is mandatory. Qualifications AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code 709), will be in the following manner and sequence: The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades: Minimum rank accepted 2Lt, not to exceed rank of Maj. SPECIALIZED EXPERIENCE: GS-13 Level - MUST possess specialized experience for the GS-13 Level, which includes at least 1-year at the lower-level GS-12 approaching techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. SUPERVISORY SPECIALIZED EXPERIENCE: MUST possess specialized experience in managing the function of the work to be performed; experience which includes leading, directing and assigning work of personnel. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
