Summary This position is located at Fort Drum, NY Child Development Center/School Age Services. This announcement will be used to fill positions across the CYS program in different facilities and age groups. Responsibilities Serves as a CYS Services Supervisory Program Specialist with responsibility for supervising a minimum of 8 ratios of children 0 - 5 in a Child Development Center (Ages 0-5) or 6 ratios of children/youth in a School-Age Program or Youth Center IAW. Works in-ratio 50% of the time providing breaks for assigned staff, modeling appropriate behavior, and providing program oversight and accountability during all hours of program operation. Assists Director with requests for recruitments utilizing Army CYS Standard Position Descriptions. Supervises and evaluates employees based on established performance standards as required. Ensures timely submission of personnel actions. Prepares work schedules to meet ratio and group size requirements. Monitors and analyzes adult/participant ratio sheets to ensure proper staffing. Ensures children/youth are appropriately supervised at all times. Acts as Director in Director's absence up to 20% of the time. May work in additional CYS facilities for the purposes of providing management oversight for evening or weekend openings. All other duties as assigned. Requirements Conditions of Employment Qualifications Successful completion of a bachelor's degree or higher that included or was supplemented by major study (at least 24 semester hours) in the fields appropriate to the position consistent with: Education must have been directly related to the position to be filled (general psychology/sociology courses are not qualifying). For positions in Child Development Facilities: The education must have been in child development, early childhood education, home economics (early childhood emphasis), elementary education, special education or other fields appropriate to the position to be filled such as directly related behavioral science. For positions in Youth Facilities: The education must have been in youth development, youth administration, education, home economics, physical education, elementary education, special education or other fields appropriate to the position to be filled such as directly related behavioral science. For positions in School-Age facilities, the education must have been in any of the fields above. In addition to meeting the requirement above, candidate must also possess all of the following: 1. Experience supervising or leading caregivers within child/youth facility-based programs. 2. Experience managing a classroom setting within child and youth programs. 3. Experience implementing and overseeing a structured child and youth program curriculum. 4. Demonstrated verbal communication skills gained through conducting training, delivering presentations, conducting meetings with parents and/or staff, or similar. OR A combination of education and experience - courses equivalent to a major in a subject matter field (24 semester hours) appropriate to the position (see above), plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the four-year course of study described above. In addition to meeting the requirements above, candidate must also possess all of the following: 1. Experience supervising or leading caregivers within child/youth facility-based programs. 2. Experience managing a classroom setting within child and youth programs. 3. Experience implementing and overseeing a structured child and youth program curriculum. 4. Demonstrated verbal communication skills gained through conducting training, delivering presentations, conducting meetings with parents and/or staff, or similar. For Youth Facilities ONLY: Applicants meeting the requirements above and with experience in the following areas may be considered Highly Preferred and sent to management first for consideration. Highly Preferred candidates will possess at least one of the following: Experience or knowledge of Boys and Girls Clubs, YMCS, or 4-H programs Experience with youth in grades 6-12 This experience/education must be clearly listed on your resume. Education Proof of education is required at the time of application. Note: Education must be directly related to the position to be filled. PCS Costs: Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government's interest. Pay-Band Allowances and Differentials This is a NF pay-banded position. Sunday premium pay may be authorized by the Garrison Commander. If authorized, only regular (full-time, part-time, limited tenure and seasonal) employees may be paid Sunday premium pay. When authorized, Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday). Night differential may be authorized by the Garrison Commander. When authorized, night differential will be paid at the rate of 10% basic rate for hours of non-overtime work performed between 1800-0600. Incentives and bonuses The Fort Drum CYS Division now offers a 50% childcare discount for CYS employees for the first child and a 15% discount thereafter. As an added employee incentive, the Department of Defense (DoD) granted approval to extend temporary limited commissary privileges (excluding the purchase of tobacco or alcohol products) to CYS employees.
