Amentum is looking for experienced personnel to expand our healthcare technology development support capabilities at the Advanced Research Projects Agency for Health (ARPA-H).
Founded in 2022, ARPA-H is a Federal research funding agency that supports transformative biomedical and health breakthroughs - ranging from the molecular to the societal - to provide health solutions for all. ARPA-H advances high-potential, high-impact biomedical and health research that cannot be readily accomplished through traditional research or commercial activity to develop solutions to society's most challenging health problems.
We are seeking individuals who have experience providing budgetary and financial support to leadership personnel at a federal or state agency. This position will provide comprehensive programmatic, financial, and administrative support in an ARPA-H Mission Office, either to Government office leadership - i.e. the Office Director, Deputy Director, Assistant Director for Program Management (ADPM), and Program Analyst (PA) - as a member of a Front Office team, or to the Government Program Managers (PMs) as a member of a Program Support team.

Responsibilities will include:
- Assisting in strategic planning and preparation of budget and presentation materials; preparation of financial and programmatic materials necessary to assist in the development and execution of programs
- Developing, organizing, forecasting, and maintaining budgets; creating and coordinating budget documents and requests
- Providing budget planning, analysis, and execution support; applying budget and resource management principles and practices for developmental and operational programs
- Tracking financial deliverables and milestones for R&D programs and providing analysis of commitments, obligations, and expenditure performance and performing funds reconciliations
- Assisting in the preparation of spend plans and documents; reporting to ADPM and PA monthly to ensure adherence
- Assisting in the development of budget submissions for Department of Health and Human Services (HHS), the Office of Management and Budget (OMB), and Congressional justifications
- Assisting with developing, analyzing, and reconciling the President's Budget schedules in OMB's MAX system
- Supporting the drafting, review, and routing of Governmental Inter-departmental Purchase Requests (GIPRs), Inter-Agency Agreements (IAAs), and Purchase Requests (PRs)
- Maintaining a comprehensive understanding of PM portfolios, including approved programs, new initiatives, seedlings, and SBIRs/Small Business Technology Transfer (STTRs)
- Assisting with new program development and ideation, solicitation preparation and management, and tracking timelines of awards
- Ensuring the integrity of the funding obligation process; create funding execution (Requisitions) documents for compliance with the appropriation
- Responding to data calls from ADPM and PAs; and provide integration support and Request For Information (RFI) responses to other offices at ARPA-H
- Engaging with internal and external stakeholders on budgetary and financial matters
- Maintaining schedules and calendars, providing meeting support, preparation of correspondence, and maintaining files
Minimum Requirements:
- Bachelor's degree or higher in business, finance, mathematics, communication, or a related field - substantial relevant occupational experience (~10 or more years) may be considered in lieu of degree requirement
- At least three (3) years of financial management and/or budgeting experience
- Experience utilizing, adapting, and developing budget and resource analytic tools, techniques, and processes for both technical and administrative support activities
- Demonstrated experience assisting in the generation of Military Inter-departmental Purchase Requests (MIPRs) and/or Governmental Inter-departmental Purchase Requests (GIPRs), and Purchase Requests (PRs)
- The demonstrated professionalism, maturity, sound judgement, and excellent communication and interpersonal skills necessary for daily interactions with executive-level audiences in a dynamic, high-visibility environment
- Creativity, foresight, and mature judgment in anticipating and solving financial, administrative, and program management-related problems and issues
- Ability to work independently or in a team setting as circumstances dictate
Highly Desirable Attributes:
- ARPA-H experience
- Other ARPA agency (DARPA, IARPA, ARPA-E, etc.) experience
- National Institute of Health (NIH), Department of Health and Human Services (HHS), or Department of Defense (DoD) experience
- Familiarity with NIH Business Systems (NBS) and/or ARPA-H financial tools
- Experience with Federal budget justifications such as the Research and Development Descriptive Summaries (RDDS), HHS Justification (HHSJ), OMB Justification (OMBJ), and Congressional Justification (CJ)
