Leads the investigative staff and is responsible for developing and overseeing the scientific, strategic and operational direction of the program, setting goals and objectives and ensuring high-quality funded research. Manages and oversees investigative research teams; connects the medical center and its investigators to resources and people around the US and internationally to start collaborations; develops and implements research; manages departmental budget and grant/contract financial accountability; develops strategic business plans to support research efforts.Job Description:

JOB ACCOUNTABILITIES:

Operations:Directs and participates in the development, implementation and evaluation of the goals for research programs. Assures that goals are complementary to that of the organization.Maintains communications with major federal funding agencies and similar research organizations as appropriate in support of investigative staff.Ensures that medical center activities meet all applicable regulatory requirements and professional standards.Develops and establishes the direction of policies and procedures and sets a structure for providing a safe and productive work environment.Communicates and maintains a partnership with senior management and medical staff leadership to more closely integrate research activities and goals with those of the clinical care and education programs.Takes a strategic approach in identifying best practices and standardizing workflows/processes and developing plans of action to implement changes.

Strategy/Planning:Develops new research programs through the identification, evaluation and recruitment of leading scientists or in collaboration with other internal or external partnerships.Conducts strategic planning, both programmatic and facilities, to support the recruitment of new investigative staff and to ensure the availability of appropriate resource for their programs.Works with senior leadership to develop and establish short and long-term strategic plans that complement system, operating unit or affiliate goals, including business, operations, and/or organizational priorities.Leads departmental goal setting process and provides roadmap for accomplishing goals. Monitors progress, developing action plans to address issues and challenges.Communicates affiliate, operating unit and system goals to staff, helping staff understand impact on patients, operations and resources.

Financial Management:Provides oversight for direct and indirect costs research budget. Directs and controls operating expenses to meet budgetary requirements.Approves department operating budgets, and capital requests.Works with department managers to ensure achievement of financial targets via effective utilization of personnel, resources and supplies.Monitors department productivity, ensuring operational challenges are addressed timely.Reviews financial reports and develops and implements corrective action plans to address unfavorable variances.

People:Provides and fosters an inclusive work environment that encourages staff engagement and collaboration, establishing a culture of teamwork.Manages assigned staff, makes hiring and termination decisions, and reviews and approves timekeeping records.Establishes expectations with all direct reports, holds individuals and work teams accountable, and ensures job descriptions accurately reflect job responsibilities and expectations.Evaluates staff performance and determines/approves merit increase. Provides constructive feedback, coaching and counseling. Implements disciplinary actions and/or performance improvement plans to achieve desired performance.Provides opportunities for career development, role expansion, and cross-training.Responds timely to alleged violations of policies, procedures, regulations and standards of conduct by evaluating or initiating investigative procedures.Ensures staff maintains current and appropriate professional credentials.

EDUCATION:Equivalent experience will be accepted in lieu of the required degree or diploma.Master's: Business Administration, Research Administration, Health Services, Healthcare or related field.

TYPICAL EXPERIENCE:12 years recent relevant experience.

SKILLS AND KNOWLEDGE:Communication skills, particularly the ability to translate technical issues into lay terms and to successfully work with technical staff on regulatory, financial, and human resources issues.Knowledge of terminology and technical status of a broad range of research initiatives.Effective negotiating skills and ability to structure suitable compromises.Demonstrates credible leadership presence, with the ability to respond to questions with logic, clarity, calmness and authority; and the ability to motivate and engage others.Delegates effectively, with the ability to manage and prioritize multiple projects in a fast-paced environment with changing business priorities.Ability to handle difficult circumstances and make sound business decisions with little direction.

This range has not been adjusted for any specific geographic differential applicable by area where the position may be filled. Compensation takes into account several factors including but not limited to a candidate’s experience, education, skills, licensure and certifications, department equity, training and organizational needs. Base pay is just one piece of the total rewards program offered by Sutter Health. Eligible roles also qualify for a comprehensive benefits package.
