About the Project
Through the Private Sector Engagement Modernization Contract (PSEMC), Dexis supports the U.S. Agency for International Development's (USAID's) PSE Hub to expand and deepen collaboration with the private sector to achieve greater development outcomes. The PSE Hub's mission is to create the institutional conditions, operating infrastructure, and capacity necessary to expand engagement with the private sector in the United States and partner countries. The PSE Hub works to transform and modernize how USAID does development by institutionalizing USAID's PSE policy and delivering capacity- and systems-building support for PSE across all sectors, operating units, and countries where USAID operates.
About the Position
This position is part of the Development Finance Partnerships Unit (DFPU) within the Bureau for Inclusive Growth, Partnerships, and Innovation (IPI). DFPU serves as a central node to support USAID's development finance work. In this role, DFPU manages and supports key private sector and interagency partnerships, including the USAID Administrator's role on the Board of Directors of the U.S. International Development Finance Corporation (DFC) and Millennium Challenge Corporation (MCC).
As a Senior Finance Advisor, you will provide technical expertise on USAID's implementation of Sovereign Loan Guarantees (SLGs) and credit guarantees, including financial models, structures, and facilities to the DFPU Managing Director and Agency leadership, as needed. Successful DFPU team members work collaboratively, seek opportunities, demonstrate persistence, are risk-takers, set goals and see them through, systematically plan, and work with minimal direction and oversight.
This position has an expected duration of one (1) year, with a possibility of extension (dependent on funding). The selected candidate will ideally be based out of the Ronald Reagan Building in Washington, D.C., up to three (3) days per week. Occasional travel, up to 10 percent, could be required.Responsibilities
Conducts in-depth analyses of loan and/or guarantee proposals to determine their financial, technical, economic, legal, marketing, and political feasibility.Performs in-depth analyses of: the nature of proposed business ventures; financial statements; country-related macroeconomic and microeconomic risks; and other analyses as relevantLiaises with key interested parties on loan and/or guarantee terms, including collateral security and completion support, and policy requirements. Consults, as required, with recognized industry experts on the technical aspects of proposed projects.Prepares recommendations and required papers and correspondence. Presents loan and/or guarantee proposals to various interagency stakeholders.Provides expertise on development finance and implementing transactions and/or programs leading to development outcomes.Performs other related duties as assigned.Qualifications
RequiredMaster's degree in a relevant field and 8 years of experience applying expertise through extensive knowledge and experience, OR Bachelor's degree and 10 years of relevant experienceKnowledge of financial markets, debt management, and negotiation skillsDemonstrated experience providing strategic guidance to senior-level leadersSenior-level knowledge of finance, economics, and international relations to ensure efficiency of programmingExperience developing and implementing risk mitigation strategies.Experience with resource and budget planning and managementPrevious banking experienceAbility to attain and maintain a Secret-level clearancePreferred
Current holder of an active Secret-level security clearance is strongly preferredPrevious experience with Loan Guarantees
Below is the pay range aligned with this position. When developing a range, Dexis evaluates compensation holistically, triangulating between external market research, our budget for the position, and internal equity to arrive at a figure that is fair and competitive. Offers within this range will be based on an individual candidate's qualification, relevant education and experience, skills, performance, and organizational needs.
Dexis pay range for this role:
$125,000-$140,000 USD
