About the Capital Planning and Programming Division
The Capital Planning and Programming Division was established to ensure a more robust, integrated, and comprehensive capital planning and real estate program that supports the city's goals and priorities. The Office of Capital Planning and Programming is focused on overseeing capital financial planning, budgeting, policies, and procedures; proposal prioritization and strategic capital planning efforts; development of the city's Six-Year Capital Improvement Plan and capital budget in coordination with departments; administration of Special Districts; oversight of multi-year projects financed with debt or other obligations; and other special projects and financial analysis, among other tasks.

The City and County's Capital Planning and Programming (CPP) Division is looking for a talented Capital Planning and Programing Analyst to support the capital budgeting activities of the division. In this position, you will assist in developing the City's annual capital budget, manage a capital infrastructure portfolio, monitor capital project expenditures and revenues, develop, and maintain a citywide capital project reporting structure, and support citywide special districts. You will be responsible for coordinating with city departments on capital financial planning, as well as financial analysis of legislative actions and other special initiatives.
For this CPP Financial Analyst position, we are seeking generalists with backgrounds in planning, policy, business and/or public administration who are motivated to apply their critical thinking and analysis skills to resolving issues, both big and small, within the City and County of Denver. Successful candidates must possess strong interpersonal, self-initiation, analytical, facilitation, communication, and problem-solving skills in addition to being comfortable with numbers, numeric reconciliation, and spreadsheets.
Specifically, in this CPP Financial Analyst position, you will:
Review and analyze information within the capital budgeting financial systems and report on such information to the CPP Director, CIP Budget Manager, and CPP staff as requiredMonitor capital project financial information for a specific capital portfolio and understand status of capital projects within the portfolio, including budgets and expendituresCoordinate with departments implementing capital projects to understand their capital financial needs and help resolve issues. Develop and maintain relationships with agency representatives.Support the delivery of the annual Capital Improvement Program by assisting departments with budget requests, analyzing capital project proposals, and preparing summary materialsReview and interpret financial information for management, as well as present findings and recommendations to management to guide decision-makingMaintain financial management and budgeting function(s) and systems by applying standardized work practicesCreate a variety of visual materials including advanced charts, graphics, and maps to synthesize and communicate technical and complex information to a variety of internal and external audiencesPerform work assignments involving research, data interpretation, analysis, formulation of recommendations and both ad hoc and periodical report preparationProvide overall support to CPP staff on the annual capital budget process, special districts, and other special projects as neededWe are looking for someone with some or all the following skills and experience:
Public sector planning, capital programs, budgeting, or finance experience.Ability and experience partnering and collaborating with multiple stakeholders in various situations.Strong self-initiation and problem-solving skills in addition to being comfortable with numbers and numeric reconciliation.Exceptionally strong communication and strong interpersonal skills. Ability to communicate complicated subject matter effectively and in concise manner both orally and through written documentation including memos, presentations, etc.Proficiency with Excel and PowerPoint. Familiarity with Geographic Information Systems (GIS) and/or PowerBI experienceWe realize your time is valuable so please do not apply if you do not have at least the following required minimum qualifications:
