Highlights of the Quality Control Reviewer role:•Performing thorough quality review of audit program steps, audit project workpapers, and reports. •Confirming that audit program steps, workpapers, and reports are completed in accordance with Generally Accepted Government Auditing Standards (GAGAS) and Division policies. •Providing guidance to audit teams, as needed, on how to effectively complete key quality control processes and related tools and templates. •Developing and training team members. What you bring to the Quality Control Reviewer role:•Ability to manage multiple tasks and provide excellent customer service to team members while ensuring project timelines are met. •Understanding of audit skills and applicable standards. •Ability to produce clear and concise coaching notes in an electronic working paper system. •Working knowledge of electronic working papers, Sharepoint, Excel, and Word. OIG is responsible for preventing, detecting, auditing, inspecting, reviewing, and investigating fraud, waste, and abuse in the provision of Medicaid and other HHS programs. Work is conducted in accordance with generally accepted government auditing standards and OIG Audit policies and procedures. Essential Job Functions: EJF 1: Professionalism -40% Quality of Work: •Performs thorough quality review of audit program steps, audit project workpapers, and reports. •Confirms that audit program steps, workpapers and reports are completed in accordance with Division policies as well as Generally Accepted Government Auditing Standards (GAGAS) or Quality Standards for Inspection and Evaluation and First Level Reviewed, as applicable. •Produces clear and concise coaching notes in TeamMate to communicate sufficiency of audit evidence and documentation to support audit or inspection issues, and evidence of appropriate completion of audit program steps. •Provides guidance to audit teams, as needed, on how to effectively complete key quality control processes and related tools and templates. Knowledge: •Verifies based on the documentation, and evidence provided that an experienced auditor with no knowledge of the project can determine how the conclusion was reached. •Demonstrates understanding of audit skills, applicable standards, and Division policies and procedures. •Demonstrates working knowledge of TeamMate, Excel, ACL, Access, and Word. Analytic Judgment: •Uses a logical, rational and objective approach to solve problems. •Considers the broader impact of various alternatives. •Effectively reviews and analyzes information from a variety of sources and provides useful high-level summaries. •Draws accurate conclusions from available information. EJF 4: Team Work -15% •Offers creative and innovative approaches to assignments on the QC team to help the team complete assignments timely. •Provides a customer service approach to their assignments and exhibits professionalism, patience, and a "people first" attitude. •Develops and maintains effective work relationships. •Completes own assignments and assists other QC reviewers as needed to keep audit projects on track. •Handles conflict in an effective manner. •Is sensitive to the needs of others. EJF 5: Training -5% •Assists in identifying training opportunities on a systemic basis and provides direction to staff on audit or inspection projects. Recognizes when work reviewed is commendable and can identify staff with particular skills and traits. Recognizes when work needs improvement and brings it to the attention of management as applicable. •Assists in identifying and procuring external training. •Develops, edits, and conducts internal staff training. •Works one on one with staff to provide individual training as needed. Knowledge Skills Abilities: •Generally Accepted Government Auditing Standards •Financial, operational, and information technology internal controls •Audit procedures and processes including performance audits •Health and Human Services programs, functions, and systems, including related local, state, and federal laws and regulations •International Standards for the Professional Practice of Internal Auditing •Information Systems Auditing Standards Skill in: •Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems and in operating computers and applicable computer software. •Performing research, evaluating information, and drawing logical conclusions •Managing projects •Developing interpersonal relationships, including the ability to work with people under pressure, negotiate among multiple parties, resolve conflicts, and establish and maintain effective working relationships with various levels of personnel in governmental entities •Motivating, training, guiding, mentoring, and evaluating professional audit staff •Planning, assigning, and supervising the work of professional audit staff •Using software applications to conduct audit work and evaluate business operations and systems Ability to: •Analyze and evaluate highly complicated and technical information •Identify issues, develop creative and workable alternatives to complex problems and policy issues, and recommend effective solutions •Provide effective leadership •Work cooperatively in a team environment •Communicate effectively, both orally and in writing Registration or Licensure Requirements: The individual in the Audit Quality Control position must be a Certified Public Accountant (CPA), licensed by, and in good standing with, a state board of accountancy, a Certified Internal Auditor (CIA), a Certified Fraud Examiner (CFE), a Certified Information Systems Auditor (CISA), a Certified Government Financial Manager (CGFM), Certified Inspector General Auditor (CIGA), a Certified Forensic Accountant (CFA), or a Certified Government Audit Professional (CGAP) designation obtained prior to 2018 or grandfathered in by the Institute of Internal Auditors. Initial Selection Criteria: •Bachelor's degree from a college or university. •At least three years of experience in auditing, information technology/systems auditing, financial analysis, accounting, or other relevant fields as determined by the hiring manager. •Advanced degrees may be substituted for one year of experience at the hiring manager's discretion. Additional Information: The OIG is responsible for preventing, detecting, auditing, inspecting, reviewing, and investigating fraud, waste, and abuse in the provision of HHS in Medicaid and other HHS programs.
