Job Summary:
NDi is seeking an experienced Capture Manager to lead the business development, capture, and proposal development efforts for NDi's Justice portfolio, specifically to support The Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI). This position is a direct report to the Business Development Lead within our Chief Growth Office. The ideal candidate will have a strong background in law enforcement information technology, a proven track record of successfully winning contracts, and the ability to collaborate effectively with internal teams to drive business growth. This role is responsible for directing and managing one (1) to many pursuits, assuming primary ownership and accountability for the proposed solution maturation through the Corporate Business Development and Capture Management Processes to include teaming and price to win strategies for compliant and compelling proposals.

Requirements:
U.S. Citizenship is required.
Eligibility to obtain a Top Secret clearance is desirable.
This position is currently hybrid (remote/onsite) and will require working onsite, at minimum two days a week.
Qualifications and Experience:
Bachelor's degree in Business, IT Management, or a related field. Advanced degree preferred.
7 years' minimum of capture management or related business experience in the Civilian sector.
Proven experience as a Capture Manager in the Justice IT sector. Past experience supporting ITSSS deals.
Extensive knowledge, experience, and success in the capture process are required and demonstrable understanding of all contract types (non-IDIQ, IDIQ - single or multiple award contracts), as well as payment types (e.g., FFP, T&M, cost plus).
Ability to work and execute a quick reaction process for Task Order identification, customer engagement, and Task Order proposal response.
Strong understanding of Justice information technology, industry trends, and regulatory landscape.
Demonstrated success in winning and managing large-scale contracts in the federal law enforcement markets.
Excellent communication, negotiation, and presentation skills.
Ability to lead and influence cross-functional teams effectively.
Ability to influence constructively and interact at the highest levels of the corporate structure is a prerequisite.
Proficient and proven ability in capture management based on industry best practices.
Excellent interpersonal, problem-solving, and business acumen.
Confidence and experience dealing with senior executives; ability to work effectively in a fast-paced, time-sensitive, and often multi-tasking environment.
Shipley certifications highly desired.
Ability to travel 10% of the time to Huntsville, Alabama, Clarksburg, WV, and Pocatello, Idaho.
Responsibilities:
Strategic Planning:
Develop and implement a comprehensive business development pipeline and capture strategy for the Justice account, aligned with the company's growth objectives.
Conduct market analysis, competitor assessments, and customer profiling to inform capture planning.
Opportunity Identification:
Identify and evaluate potential opportunities within the Justice IT sector that align with NDi's capabilities and strategic goals.
Engage in proactive relationship-building with key stakeholders, clients, and industry partners to create a network that can provide valuable leads.
Utilize a customer relationship management (CRM) system and strategic outreach efforts to continuously nurture leads, track opportunities, and ensure a robust and dynamic pipeline for sustainable business growth.
Establish teams of internal and external members that ensure NDi is the strongest competitor while capturing and proposing services.
Provide a unified view of your capture efforts and establish a decision-making mechanism for prioritization of work efforts, preferably with visualization.
Provide dashboards for revenue potential within the Justice account.
Respond to Requests for Information (RFI) to help shape requirements and share NDi's corporate capabilities.
Proposal Development:
Provide both comprehensive and summarized bid/no bid decision briefs driven by established Probability of Win (PWIN) calculators.
Lead the end-to-end proposal development process, including solution design, pricing strategy, and risk assessment.
Translate requirements into robust win strategy and advances strategy, validated through the team, to management and technical design with strong value proposition and differentiated bid elements based on compelling features and benefits.
Collaborate with subject matter experts, technical teams, and other stakeholders to develop compelling and competitive proposals.
Team Collaboration:
Work closely with cross-functional teams within the Chief Growth Office and across the organization to leverage expertise and ensure a cohesive approach to capture and proposal development.
Understand and usher capture items across corporate business processes end to end.
Foster a collaborative environment to encourage knowledge sharing and innovation.
Risk Management:
Identify and mitigate risks associated with the Justice IT account capture efforts including risks to delivery post-award.
Provide strategic guidance on risk assessment and develop contingency plans to address potential challenges.
Client Engagement:
Cultivate and maintain relationships with existing clients and prospective customers in the Justice IT domain.
Participate in client meetings, presentations, and industry events to understand client needs and position NDi as a trusted partner.
Win Strategy Development:
Develop and execute effective win strategies, ensuring alignment with client requirements and NDi's strengths.
Collaborate with proposal teams to articulate differentiated value propositions.
Metrics and Reporting:
Establish key performance indicators (KPIs) to measure the success of capture efforts.
Provide regular reports to senior management on the status of Justice IT account capture activities, including wins, losses, and lessons learned.
