Citi is seeking a highly motivated attorney to join its Legal Department as an Associate General Counsel - C15 in its Bank Regulatory Legal (BRL") Group. In this role, this attorney will provide U.S. bank regulatory legal advice to Citi's businesses and control functions, including the Independent Risk Management ("IRM") and Independent Compliance Risk Management (ICRM") functions, Finance/Treasury and the Chief Operating Officer as well as the Markets, Services, Banking and International, Personal Banking & Wealth Management and Legacy Franchises businesses.

The BRL Group is a trusted partner, providing legal advice concerning the impact of US banking laws and regulations on all of Citi's businesses and control functions, both domestic and foreign. Generally, this Group provides legal advice regarding Federal Reserve, Office of the Comptroller of the Currency (OCC) and Federal Deposit Insurance (FDIC) regulations and requirements, including but not limited to, the Bank Holding Company Act and Regulation Y, Regulation K, the National Bank Act and related OCC regulations and Sections 23A and 23B of the Federal Reserve Act and Regulation W as well as regulatory capital and Volcker Rule requirements. This Group also serves as one of the relationship managers for legal and policy issues with US bank regulators.

This role in Bank Regulatory Legal is a senior level individual contributor position responsible for serving as a subject matter expert and key legal advisor to business stakeholders, functional partners, and the Legal Management Council ("LMC") by providing legal advice, counsel and thought leadership on all aspects of legal matters relating to U.S. banking laws and regulations.

The overall objective of this role is to provide US bank regulatory legal support, advice and guidance across U.S. banking laws and regulations, and Citi businesses and functions, on an enterprise level and globally. As such, this role has a significant degree of responsibility and authority. This role requires the ability to operate independently and have a solid conceptual /practical grounding and understanding in the applicable U.S. banking laws and regulations, as it relates to the geographies in which Citi operates. This role has authority to make independent decisions on issues and activities that have critical impact or influence on Citi overall. This role does not have any direct reports

Responsibilities:Provide legal advice and support to senior stakeholders regarding U.S. bank regulatory legal issues concerning the impact of U.S. banking laws and regulations on all of Citi's businesses, staff groups and control functions, across the enterprise and globally.Serves as a key strategic partner to senior management or key regional management and/or primary advisor to senior business stakeholders, functional partners (e.g., IRM, ICRM, Finance), the Legal Management Council, Practice Group Heads, and/or other leadership.A recognized subject matter expert and has primary accountability for the end results.Advise on bank regulatory legal issues in connection with Citi's acquisitions, divestitures and internal reorganizations, optimal structuring of new and existing products and transactions.Assist in managing the resolution of violations of U.S. banking law or regulations and other major related compliance issues.Collaborate with other functions by acting as a trusted legal advisor on strategic U.S. bank regulatory issues, and legislative and rulemaking efforts.

Key strategic partner to senior management and/or primary advisor to senior business stakeholders, functional partners (e.g., Risk, ICRM, Finance, CAO/CCO), the Legal Management Council, Practice Group Heads, and/or cluster/country leadership.A recognized subject matter expert who substantially influences the way things are done within Citi and/or the legal/financial services industry, their area of responsibility.Collaborate with U.S. banking regulators on issues of authorization and permissibility.Provide U.S. bank regulatory advice and guidance regarding products and services; provide guidance relating to U.S. bank regulatory compliance and institutional and consumer U.S. bank regulatory matters.

Key stakeholder in senior forums covering strategy, risk management, governance, regulatory interactions, franchise reputation and/or highly complex or high-risk issues.Represent Citi with clients, government agencies or other organizations.Anticipate, evaluate, and appropriately respond to developments in U.S. banking laws and regulations that impact relevant Citi businesses and functions; assist Citi in evolving to meet marketplace, regulatory and client needs.Authority to advise, and/or make independent decisions on issues and activities that have critical impact on one or more of: company revenues, expenses, capital, risk and controls, country/cluster, or business/function operations.Appropriately identify and assess U.S. bank regulatory risk issues when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citi, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Citi's policies and procedure, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, and create accountability with those who fail to maintain these standards.Qualifications:

10-15+ years of relevant financial services industry experience, including experience in an in-house legal role or law firmPrior work experience at U.S. G-SIB is preferredExcellent leadership, interpersonal, organizational, relationship management skillsPrior relevant work experience at one of the U.S. bank regulatory agencies (Federal Reserve, OCC or FDIC) strongly preferredExperience with regulatory remediations would be helpfulExperience and track record of building successful regulatory relationships and engagement strongly preferredProven ability to apply sound judgement while managing complex subject matter and issuesExcellent written, verbal, presentation, problem solving and analytical skillsAbility to handle multiple complex and confidential matters under time and pressureEffective negotiation skills and ability to maintain effective relationships at executive levelsLicense to practice law in good standingEducation:
