Salary : $90,690.60 - $135,535.81 Annually Location : Riverside Job Type: Regular Job Number: 24-86139-03 Department: Information Technology Division: Database Solutions Opening Date: 10/25/2024 Closing Date: 11/11/2024 11:59 PM Pacific ABOUT THE POSITION The County of Riverside's Information Technology Department is seeking an IT Database Administrator III (DBA III) to support Oracle and SQL Server databases for multiple departments, with a focus on Oracle databases and PeopleSoft applications. The DBA III will manage and optimize databases for the County's enterprise systems, including the PeopleSoft Financial Management System (FMS) and Human Capital Management (HCM). The DBA III will administer and optimize Oracle and SQL Server databases, providing essential support for the County's PeopleSoft Financial Management System (FMS) and Human Capital Management (HCM) systems. This role includes performing database backups, recovery, and disaster recovery management to ensure data integrity and continuity. The DBA III will also monitor and tune databases for optimal performance, resolving any issues to maintain efficient and reliable operations. Additionally, the position involves managing data warehousing and mining systems and keeping up with new database technologies and tools to improve system capabilities. The ideal candidate will have advanced knowledge of Oracle (19c) and MS SQL Server (2019) with hands-on experience in database optimization, backups, and recovery. Experience with cloud platforms, such as Oracle Cloud Infrastructure (OCI), AWS, or Azure, is highly preferred. A background in PeopleSoft systems is beneficial, with knowledge of Oracle Exadata systems seen as a strong advantage. EXAMPLES OF ESSENTIAL DUTIES Define database information, access and file structure requirements through discussions with users and colleagues. May provide technical oversight, mentor, and delegate work to subordinate staff. Develop methods for storing, analyzing, and organizing data; monitor various third party vendor tools; analyze various vendor products and contribute to request for proposals. Perform migrations for version upgrades; transfer files. Develop transaction logs for backups to ensure business continuity; implement disaster recovery plan when needed. Administer and troubleshoot database issues for users; monitor databases and database interfaces. Ensure database performance, optimization, and availability. Maintain security and integrity of databases and servers; develop reports and queries as requested. Develop procedures and data applications; access user access and response time. Design and implement database management systems by creating models, building table structure, establishing referential integrity, and preparing documentation; design databases to enhance existing applications; provide database support for application development lifecycle. Maintain databases by performing database management system backups and recovery including off-site storage for disaster recovery; maintain databases by tuning, monitoring data integrity and security, and resolving problems. Ensure acceptable database performance through assessing user access and response time, modifying structure, and conferring with others responsible for system resource interface and data users. Manipulate data through normalization, transfer, tuning, cleansing and scrubbing processes, and database population. Create and maintain data warehousing and data mining systems; design and maintain database software configuration library, specifications, documentation, and operating procedures. Research, evaluate and test proposed products, product versions and systems solutions. Develop quality standards based on industry standards and evaluation of available technology and resources. MINIMUM QUALIFICATIONS Education : Completion of 30 semester or 45 quarter units from an accredited college or university, preferably with coursework in computer science, computer information systems, data processing, information management, or a related field to the assignment. (Additional qualifying IT job-related experience may substitute for the required education on the basis of 30 semester or 45 quarter units equaling one year of full-time experience). Experience : Four years of journey level IT database administrator related experience, one year of which included either lead person duties or technically advanced IT job-related work. (One year as an IT Database Administrator II will satisfy the one year of lead or technically advanced experience requirement.) Knowledge of : The principles, methods, and techniques used in the course of work for the IT Database Administrator series; principles and techniques applied to IT devices, applications, and systems; principles of organization and administration; the principles of documentation and recordkeeping, storage and retrieval. Ability to : Gather and analyze data, reason logically, draw valid conclusions, and make appropriate recommendations; resolve technical problems and innovate more efficient use of IT resources; perform systems analysis work and problem solving; interpret and follow written and oral instructions; prepare concise reports and documents; establish and maintain effective working relationships with staff, customers, other employees, and the public; communicate effectively with people at all organizational levels. Required IT-Related Skills : RDBMS modeling, design, replication, propagation, and tuning; working in a multi-user, multi-platform network environment with understanding of dB/OS interaction; DB2, IMS, Informix, Sybase; one or more of CA-7, COBOL, CLISTS, DBRC, DFDSS, Erwin, ER Studio, FDR, ISPF, MVS, PACE, RMF, SMF, TSO, Turbo Image, or VSAM. Preferred IT-Related Skills : RDBMS in a client server environment (e.g., NT, UNIX); internal consulting to determine user information needs, identify systems of origin and encourage enterprise resource use. Other Requirement : A successful Security Clearance conducted by the Sheriffs' Department is required for positions within the Riverside County Information Technology Department.
