Objective: This Resource will provide services for Jail Information System Project. The Resource will work directly with the project manager, Sheriff Office stakeholders, and the procurement office to gather requirements, assist in the information gathering, and complete documentation (as needed) during the procurement lifecycle. Typical Deliverables: Resource will research and understand the scope and business objective of the JISR project. Resource will identify the stakeholders needed to assist in the requirements elicitation process. Resources will begin working with stakeholders to gather requirements for the JISR project. Resource will provide documented requirements for the Position Management function of the HR process, the Manage Seniority Ranks Badge Numbers function, and for the Manage Seniority Ranks functionality. Resource will provide documented requirements for the Managing of Staff Demographics function, Staff Assignment History function, and Manage Evaluations and Tracking functionality. Resource will provide documented requirements for the Manage Shifts, Record Attendance, and Absence and Leave Management functionality. Resource will provide documented requirements for the Issue Equipment functionality. Resource will provide documented requirements for the Manage Training, Compliance and Manage, and Injury Claims and Prevention functionality. By November 15th, Resource will provide documented requirements for the integration with the finance application and Manage Budget and Expenditure module. Resource will provide documented requirements for the Generate Dashboards and Reports function, and the Generate Audit logs functionality. Resource will work with stakeholders to recommend commercial off the shelf solutions as needed to fulfill the Sheriff's Office requirements gathered. Resource will work with the Sheriff Office and the project manager to perform gap analysis on potential vendor solutions, and to document the results in the form of metrics to enable the Sheriff Office to make an informed decision on what solutions may be viable. Resources will work with the procurement department to complete procurement documentation as assigned. Resource will provide knowledge transfer to County resources as needed to continue completion of project tasks and to maintain support for the JISR project. Required Skills & Abilities: Must have two or more years of experience as a senior business system analyst working on large scale projects as well as handling day-to-day operational requests from the business. Must have experience working in the Public, Safety, and Justice domain working as a senior business analyst. Must have strong leadership ability to influence and guide business stakeholders. Strong knowledge of the business analysis framework, including both Agile and Waterfall methodologies. Framework tasks: planning and monitoring, plan business analysis approach, stakeholder engagement, business analysis governance, information management, analyze identify business analysis performance improvements. Expertise in elicitation and collaboration Expertise in requirements lifecycle management Expertise in strategy analysis Expertise in requirements analysis and design definition Expertise in solution evaluation Excellent use of BA tools and techniques Strong analytical thinking and problem-solving ability Excellent communication skills, verbal and written Excellent diagramming skills Excellent relationship building abilities Experience working with MSSQL; querying, reports Experience creating SLQ reports Experience working with PowerBI Experience working with DevOps Experience implementing interfaces and creating interface design documents.
